The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). The agency is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits.
The Office of Research and Policy Innovation (ORPI) brings together four units that provide critical policy-related information through scientific research and evaluation methods to agency leadership. ORPI also supports a broad network of homeless services providers, as the official NYC government partner for federal Housing and Urban Development (HUD) grants.
Housed within ORPI, Federal Homeless Policy and Reporting (FHPR) directs the NYC Continuum of Care (CoC). The FHPR CoC team serves as the designated collaborative applicant for the US Department of Housing and Urban Development (HUD) CoC funding competition for approximately $150 million annually to NYC. The mission of the NYC CoC is to provide a leadership role in local planning and coordination to prevent and eradicate homelessness in New York City. CoC staff conduct project oversight, including evaluating the fiscal and programmatic impact of CoC-funded projects. Additionally, CoC staff research and propose policy and program responses to homelessness through community engagement and partnership with CoC stakeholders.
The NYC CoC is a local planning body that promotes a more structured and strategic approach to housing and services for people experiencing homelessness. General membership of the NYC CoC is open to all stakeholders interested in its purposes, including nonprofit homeless assistance providers, victim service providers, faith-based organizations, government agencies, advocates, school districts, social service providers, mental health agencies, hospitals, universities, philanthropies, and individuals currently or formerly experiencing homelessness in New York City. Public participation in the CoC includes over 1,000 representatives across all boroughs.
ORPI is recruiting for one (1) Community Coordinator to function as the CoC Coordinator within the Community Engagement & Partnerships team of FHPR. The Community Coordinator will:
- Plan and facilitate meetings and feedback sessions with CoC community stakeholders, including shelter and housing provider staff and organizations, coalitions representing homeless services and supportive housing, persons with lived experience of homelessness, the CoC Youth Advisory Board (YAB).
- Act as primary point of contact for adult and youth persons with lived expertise. Support contracted provider tracking and distributing compensation related to their participation with the CoC.
- Deliver best-practice briefings to ensure effective program implementation of CoC grantees, for both established and emerging program models such as Permanent Supportive Housing (PSH), Supportive Services Only (SSO), and Rapid Rehousing (RRH).
- Work with CoC project directors and grantee staff to support their design and submission of new and renewal projects to the annual CoC Notice of Funding Opportunity.
- Represent the CoC on designated Committees and provide support to Committee co-chairs in developing committee annual goals, workgroup efforts, and strategies to address needs of at-risk subpopulations and programmatic areas of focus.
- Serve as community point of contact for CoC communication efforts, with a particular focus on expanding CoC membership and outreach to community organizations across all boroughs.
- Coordinate with CoC community members to gain feedback to inform the CoC Bylaws, Governance Charter, and other related programmatic and organizational guidance.
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
- Lived experience of homelessness. - Excellent communication skills. - Experience drafting communication content, and presentations. - Proficiency with Microsoft Suite and Excel. - Working knowledge of federal and state social policies and social service programs.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
