The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $5 billion capital projects portfolio - one of the largest in NY State - as well as range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery focused.

The Capital Programs team of A&CM oversees all NYCHA capital projects. Capital Programs is responsible for managing over 500 active construction projects at any given time across the Authority's properties throughout the city. These projects can range from $100,000 to up to $500 million. Regular capital investments are necessary to ensure that NYCHA developments remain in good and livable conditions. These projects include renovations and modernization of apartments, building interiors, systems, exteriors, site security, and grounds.

Reporting to the Director of Field Operations and working in coordination with project teams, the Construction Field Supervisor supervises the activities of Construction Field Inspectors assigned to monitor construction of NYCHA’s capital projects. The selected candidate will assist with construction administration, ensure contract compliance, assist with the resolution of construction issues, and perform other related duties as required. Responsibilities include, but are not limited to the following:

1. Supervise activities of Construction Field Inspectors; monitor overtime; train and mentor assigned staff.
2. Review daily reports from Construction Field Inspectors and ensure proper escalation to the responsible Project Management staff.
3. Prepare weekly project status reports and submit to the responsible Project Management staff.
4. Perform constructability reviews at various design stages.
5. Participate in pre-bid meetings, as needed, and pre-construction meetings.
6. Assist the project management team to provide clear, concise and timely responses to contractor- related matters.
7. Visit multiple construction sites to review the status of work; attend job progress meetings as needed.
8. Review and recommend action on contractor requests for time extensions.
9. Assist with review of actionable documents such as: Requests for Information, submittals (shop drawings, material samples, etc.), schedule of values, evaluate and recommend validity of potential change orders, progress reports and schedules.
10. Review and approve contractor payment requisitions.
11. Ensure that the Construction Field Inspectors maintain accurate, complete and current project records and update project management system accordingly.
12. Ensure that the Construction Field Inspectors verify that the contractor signs the development logbook and that the daily sign-in sheets are completed.
13. Assist in the preparation of punch lists.
14. Maintain familiarity with applicable building codes and governmental regulations.
15. Serve as NYCHA’s representative in the filing of complaints with the Police Department or other agencies in the event of unlawful activity on the construction site.
16. Audit Construction Management (CM) vendors to ensure compliance with NYCHA construction management standards of practice.
17. File CM audit reports, follow up on non-compliances and submit to the responsible Project Management staff.
18. Spot check CM administrative work product and escalate non-conformances to the responsible Project Management staff.

2. Employees serving in the titles of or who meet the qualification requirements for Supervisor of Electrical Installations and Maintenance, Supervisor of Mechanical Installations, and Associate Inspector (Housing Construction) will also be considered.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or
2. One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or
3. One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.

Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.

Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.

5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.
6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.
