Job Description

Under general supervision of the Deputy Director of Purchasing Materials & Contracts in PLI, performs difficult and exacting general construction estimating work. The Construction and Trade Services Buyer will assume a critical role in evaluating and procuring construction and trade services. This position will analyze trends and provide technical reviews on micro purchases related to general construction, ensuring accuracy in scope and breakdown of materials, labor, overhead, and profit as per the predefined micro-purchase template.

The buyers will be borough-focused and will leverage their background in general construction, including plumbing, carpentry, electrical, and general labor, to collaborate effectively with the NYCHA Operations leads. Additionally, the buyers will participate in stakeholder groups, contributing insights on price reasonableness, integration, and administration of PQLs, and related procurement process improvements.

Duties may include, but are not limited to the following:

- Plan, assign and review the general construction estimating work.
- Experience and/or ability to use software systems such as Oracle to review pending requests.
- Review requisition packages from developments, using a cost estimation tool to ensure quotes are reasonable.
- May review change orders and, when necessary, negotiate with contractor to finalize change orders.
- Ability to do field visits to ascertain quality of work and document via pictures if required.
- Experience in creating reports quantifying and explaining deficiencies in construction trade-based projects.
- Experience in general price reasonableness best practices in construction related projects.
- Manage vendor communication regarding non-performance
- Ensure Supers are maintaining contract document folders.
- Ensure development staff are taking before and after photos of all vendor work.
- Analyze and compare pricing with current market cost variations.
- Participate in the development of cost estimates for construction projects.
- Report on contract estimates prepared by vendors, with recommendations for acceptance, rejection, or modifications.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent and seven years of full-time satisfactory experience in general construction estimating; or

2. Education and/or experience equivalent to "1" above. Undergraduate college credit can be substituted for experience on the basis of 30 credits leading to a baccalaureate degree from an accredited college in civil engineering, civil engineering technology, architecture or architecture technology for one year of experience, up to a maximum of four years of acceptable experience. Full-time satisfactory experience in civil engineering or architecture will be credited on a year for year basis up to maximum of five years of acceptable experience. However, all candidates must have a four-year high school diploma or its educational equivalent and two years of full-time satisfactory experience in general construction estimating.


Preferred Skills

- Knowledge of and professional experience in governmental procurement. - Familiarity with public works, supply chain and the facilities maintenance and construction industries. - Established proficiency in advanced functions of Microsoft Office. - Strong written and verbal communication skills and the proven ability to interact with all levels of management. - Strong coordination, analytical, organizational and presentation skills. - Ability to work in a fast-paced environment and prioritizing assignments to meet deadlines. - Ability to take initiative, problem solve, work independently and within a team environment. - Interest and experience in City government, procurement, policy and/or operations preferred.
