Under the aegis of the NYC Department of Investigation (DOI), the New York City Housing Authority (NYCHA) Office of the Inspector General (OIG) conducts confidential and sensitive investigations into allegations of fraud, corruption, misconduct, and other improper activities by NYCHA employees, residents, and contractors. The OIG also conducts proactive and systemic investigations of NYCHA’s operations, policies, and finances, which result in broad-based policy recommendations as well as significant financial recoveries and criminal prosecutions.
Under supervision, with some latitude for independent judgment and decision making, NYCHA-OIG is seeking a Confidential Investigator - L3. Working closely with the supervisors, the selected candidate will serve as a consultant in investigations involving fraud, corruption, mismanagement, and misconduct relating to NYCHA’s employees, residents, and contractors, with an emphasis on issuing policy and procedure recommendations. As a subset of this work, the selected candidate may advise and provide support to other investigatory staff in related investigative matters. The selected candidate will also perform assignments that may include, but not be limited to the following:
1. Develop investigative plans and strategies.
2. Identify, obtain, and analyze relevant evidence and records.
3. Participate in and conduct interviews.
4. Participate in field work including undercover surveillance.
5. Participate in executing search warrants and arrests.
6. Develop an understanding of NYCHA’s policies, procedures, and programs.
7. Prepare written reports, memoranda, referrals and policy recommendations for review by supervisors.
8. Collaborate with other law enforcement and/or prosecutorial agencies.
9. If necessary, testify at hearings and court proceedings.

1. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of satisfactory full-time experience in an industrial or governmental agency in the field of investigation, auditing, law enforcement, security, inspections, or in a major operational area of the agency in which the appointment is to be made; or
2.A baccalaureate degree from an accredited college or university; or
3. Education and/or experience equivalent to "1" or "2" above.
1. A minimum of four (4) years of work experience in any of the following fields: investigation, law enforcement, criminal justice, and/or security. 2. Demonstrated ability to analyze, assess and draw conclusion based on a multitude of complex documents/data. 3. Strong computer skills, including Word, Excel, and other investigative databases. 4. Demonstrated ability to write clear, concise, and organized reports. 5. Strong interpersonal skills, verbal communication and interviewing skills.
