**THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $79,798 - $91,768**

The Administration for Children's Services (ACS) protects and promotes the safety and well-being of
New York City's children and families by providing child welfare, juvenile justice, and early care
services. In child welfare, ACS contracts with private nonprofit organizations to support and
stabilize families at risk of a crisis through preventive services and provides foster care
services for children not able to safely remain at home. Each year, the agency's Division of Child
Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile
justice, ACS manages and funds services including detention and placement, intensive
community-based alternatives for youth, and support services for families. ACS is also a key part
of NYCs early childhood and education continuum, providing child care assistance to thousands of
child welfare involved and low-income children so they can access safe, affordable, quality care.

The Division of Child Protection (DCP) is charged with investigating all allegations of child abuse and maltreatment that the City receives from the New York Statewide Central Register of Child Abuse and Maltreatment. The Division of Child Protection encompasses Child Protective and Placement Services. Child Protective Services include the Child Protective Borough Offices, Family Preservation and Family Services Unit, Emergency Children’s Services (ECS), and the Office of Special Investigations (OSI).

Family Team Conference (FTC) Unit within DCP now facilitates 2 conference types to ensure the best safety decisions and safety plans are developed to prevent removal when safe to do so and/or decide on the best suitable out of home placement that will keep the child safe from imminent danger and harm. The unit makes assessments of the level of care to meet the child's needs and completes necessary documentation summarizing the safety plans placed which is housed in the family record in Connections. The unit participates in Borough debriefings with their leadership monthly for support and policy updates.

The candidate will be responsible for, but not limited to, facilitating Family Team Conferences
accompanied by the following:

- Attend and facilitate all FTC's that are scheduled focusing on child safety, risk and well-being,
permanency, family support, and ensure that placement and discharge decisions reflect Children's
Services commitments, values and principles.
- Address critical issues, concerns of the child and family, the provider agencies, divisional
partners and Family Court during these conferences.
- Candidates will use the decision-making process involving key stakeholders, children, families,
service providers and community resources and shall make recommendations for referrals and
resources when appropriate.
- Prepare and complete administrative functions including timely documentation of conference, data,
action plans and all other reports related to Family Team Conferencing.
- Interface with interagency critical support resources i.e., clinical consultation team. MCHU,
Investigative Consultants, et all, all of whom seek to identify critical issues, barriers and concerns specific
to children's safety
- Provide case conferencing and consultation to reexamine and ensure appropriateness of decision
and service plan; consult with Family Court Legal Services attorney for guidance on the legal
posture of cases as well as relevant court orders when assessing familial readiness for change and
caretakers' protective capacity.
- Provide conferencing in the family's natural community when appropriate, necessary and safe.


Minimum Qualifications

A Masters Degree in Social Work from an accredited school of social work and
1. A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) and at least one year of full-time, satisfactory, post-graduate experience that includes substantial experience in one or more of the following modalities of practice: facilitation of family team conferences or family group decision-making meetings utilizing a conferencing model which emphasizes family engagement and consensus based decision-making; clinical group work with children, youth, parents or individual families; or the conduct of professional training on topics related to child and family services; or

2. A valid New York State Registration as a Licensed Master of Social Work (LMSW) and at least three years of the experience required in "1" above. Up to two years of this experience may have been in the supervision of social work practice areas described in "1" above; or

3. At least three years of the experience required in "1" above. A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work license (LMSW) must be obtained within one year of appointment.

Note: Employees who fail to obtain their LCSW or LMSW within one year after appointment may have their probationary periods extended for no more than six months. Failure to obtain the LCSW or LMSW by the end of the probationary period will result in dismissal.

Note: At least one year of the required experience described in "1", "2" and "3" above must have been obtained in the last five years.

Preferred Skills

The successful candidate will also possess excellent written and verbal communication skills Excellent analytical, organizational and interpersonal skills. Proficient knowledge in the use of NYS Connections Database, Microsoft Word for Windows, Excel and Access is preferred.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
