**ELIGIBLE CANDIDATES MUST BE PERMANENT IN THE 'COMPUTER SPECIALIST' (SOFTWARE) CIVIL SERVICE TITLE**

The Information Technology Services Division (ITSD) oversees critical projects and technological initiatives within the NYPD. They maintain and enhance the department's IT infrastructure, including networks, servers, and workstations. Notably, the ITSD has rolled out various advancements, such as equipping officers with cellular phones applications and digitizing department forms to improve efficiency.
ITSD is seeking qualified candidates for the position of Computer Specialist (Software), IV. The selected candidates will be responsible for, but not limited to, the following duties:
- Create comprehensive, scalable test strategies, test plans, and test cases for complex software systems, ensuring maximum test coverage.
- Design, develop, and maintain robust automated test frameworks (UI and API) to accelerate regression testing and support Continuous Integration/Continuous Deployment (CI/CD) pipelines.
- Identify, document, and track software defects to resolution; Analyze root causes of defects and collaborate with developers to ensure timely fixes.
- Lead and execute various testing types, including Functional, Integration, Regression, System, API, Performance, and End-to-End (E2E) testing.
- Actively participate in Sprint planning, daily stand-ups, and retrospective, collaborating closely with Product Managers, Business Analysts, and Developers to ensure quality is built-in from the start.
- Define, track, and report on key quality metrics (e.g., defects density, test coverage, pass/fail rates) to executive stakeholders.
- Serve as a subject matter expert and mentor to junior and mid-level; QA engineers, establishing testing best practices across the organization.

COMPUTER SPECIALIST (SOFTWARE) - 13632
Minimum Qualifications
(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.
Preferred Skills
- High proficiency in requirements analysis and development writing test plans, test scenarios and test cases based on business, functional and design requirements, and user stories. - Skilled in test script execution, defect reporting and tracking systems Extensive experience in functional, regression, system integration (SIT), user acceptance (UAT), GUI, automated, security and performance/stress testing data-validation, Browser and Operating System (OS) compatibility testing. - Hands-on experience developing, executing, and managing automation scripts (QTP/RFT, Visual Studio, Selenium, Cucumber etc.)-Experience with completing testing activities covering complex business workflows processes. - Experience with testing applications on mobile devices and understanding testing specifics of the native or "mobile responsive" applications. Software development experience using modern technologies. - Excellent communication skills, proficient in establishing exceptional working relationships with peers and other team members to support the successful delivery of agency applications Excellent computer skills, including but not limited to: knowledge of multiple software programs. - Exceptional debugging and troubleshooting skills ability to anticipate edge cases and potential failure points in complex systems. - Ability to effectively communicate technical issues and quality risks to both technical and non-technical stakeholders. - Strong advocate for "shifting left"-engaging early in the development lifecycle to prevent bugs before code is even written.
