Job Description
The New York City Department of Citywide Administrative Services (DCAS), Human Capital Line of Service, Bureau of Examinations performs responsible work in the development, validation, and administration of Civil Service examinations, conducting field observations and interviews to identify the essential functions of job titles, creating and administering job analysis questionnaires, analyzing questionnaire data to create test plans, and developing, administering, and rating tests for employment and promotion in a variety of NYC government agencies.

The Computer-based Testing & Application Centers (CTACs), located in each of the five boroughs, provide year-round access to computer-administered civil service exams for City jobs. The CTACs provide in-person customer assistance to members of the public seeking to apply and pay for upcoming exams and provide information pertaining to the civil service processes and requirements. The CTACs also perform responsible work in the secure and equitable administration of open competitive, promotional, and practical civil service examinations and related post-exam events, such as Protest Review Sessions and Test Validation Board Report Reading Sessions.

The Bureau of Examinations seeks to appoint a Computer Specialist (Operations) candidate to work in our Queens CTAC location. The Queens CTAC is open approximately 12 hours a day, six days a week. All staff is expected to work some evening and Saturday shifts throughout the month.

Responsibilities will include but are not limited to:

- Troubleshooting all computer problems at the Computer-based Testing and Applications Center (CTAC).
- Identifying, diagnosing, and correcting problems in a timely manner with minimal supervision.
- Completing and closing help desk tickets in accordance with established standards.
- Promptly reporting to supervisor and/or IT computer-related problems with appropriate urgency level.
- Properly creating and closing work orders in accordance with established standards.
- Performing routine maintenance and diagnostics on all computer equipment at the CTAC.
- Demonstrating a working knowledge of the computer equipment.
- Performing and properly completing in a timely manner all computer maintenance and diagnostics in accordance with established standards.
- Recording maintenance of equipment in logs.
- Maintaining CTAC computer equipment inventory file.
- Performing routine physical inspection of all CTAC computer equipment.
- Maintaining an accurate inventory file.
- Reporting issues, problems, and deficits with inventory to appropriate staff member(s).
- Managing and testing all new applications being used at the CTAC.
- Learning and maintaining a working knowledge of all CTAC applications.
- When necessary, interacting with the vendor, consultant, DCAS employees and any other relevant entities to resolve any new application issues in a timely manner and in accordance with
established standards.
- Maintaining an accurate documentation file on the installation and troubleshooting of all new applications being used at the CTAC.
- Communicating effectively with staff and vendors.
- Informing other CTAC computer technicians of computer issues or problems and how they were resolved.
- Explaining issues to CTAC examiners in a clear manner. Informing IT of issues, problems, updates, etc.
- Contacting vendor to discuss computer-related issues, such as software problems and equipment warranties.
- Interacting with staff and vendors in a professional manner.
- Working in other location(s), as needed.

Minimum Qualifications

(1) A four-year high school diploma or its educational equivalent plus a certificate from an accredited technical school (approximately 675 hours) with a specialization in computer operations, and three years of satisfactory, full-time large-scale mainframe computer operations or three years of satisfactory data communication network experience in a mainframe environment, one year of which must have been in a project leader capacity or as a major contributor on a complex project; or
(2) A baccalaureate degree from an accredited college and four years of satisfactory, full-time experience as described in “1” above, including one year of which must have been in a project leader capacity or as a major contributor on a complex project; or
(3) A four-year high school diploma or its educational equivalent and five years of satisfactory, fulltime experience as described in “1” above, including one year of which must have been in a project leader capacity or as a major contributor on a complex project; or
(4) A satisfactory combination of education and/or experience which is equivalent to “1,” “2,” or “3” above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and three years of satisfactory, full-time large-scale mainframe computer operations or three years of satisfactory data communication network experience in a mainframe environment, one year of which must have been in a project leader capacity or as a major contributor on a complex project.


Preferred Skills

- Strong written and verbal communication skills. - Ability to multi-task, experience with MS Office Suites and Microsoft Operating Systems (OS). - Open knowledge of Active Directory. - Experience imaging PCs with Symantec Ghost. - Ability to communicate and express technical issues in technical terminology.
