The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire a Computer Specialist (Software) II for a position in Data and Technology Operations Division, Water Quality & Innovation Directorate located in Kingston, New York.

Under general supervision, of the Section Chief of Water Quality & Innovation (WQI) Sensor Data, the Computer Specialist (Software) II, will serve as Computer Specialist and will administer, analyze and implement upgrades, and support or develop efforts related to various systems. It will be critical, in this role, to be able diagnose problems and communicate technical issues to technical and non-technical audiences. The Computer Specialist will create and maintain source code while promoting technology best practices and maintaining robust documentation. Specific duties include:

- Administering, developing and designing in order to support field sensor time series databases and applications including Aveva,Wonderware, Kisters, Wiski and the water quality reservoir and stream monitoring network within the NYC’s watershed

- Assisting integration efforts for WQI’s Wonderware system as part of a larger Bureau Supervisory Control and Data Acquisition Systems (SCADA) consolidation and upgrade project

- Developing of additional databases/applications as requested by the Bureau or the WQI directorate

- Assisting with long term planning, data strategy and data modernization

- Facilitating business process improvements across various systems focusing on known redundancies and minimizing duplicate efforts

- Assisting with cloud infrastructure planning, testing, and development

Special Working Conditions: Computer Specialists (Software) may be required to work shifts including nights, Saturdays, Sundays, and holidays.


Preferred Skills:

- In depth knowledge of SQL Server, time series data, data modeling, application administration, Microsoft technologies, and application development

- Highly proficient database skills within various environments including Microsoft SQL Server including the ability to model, troubleshoot and develop advanced procedures or functions.

- Experience with data analytics and statistics

- Experience with Business Intelligence tools such as Power BI

- Programming skills including T-SQL, Python, DAX, or other similar languages

- Ability to understand and reason while working with complex programming and data issues to determine best course of action

- Ability to manage multiple diverse tasks in different systems using multiple programming languages and tools, and the ability to adjust priorities as issues arise

- Ability to work as a team or as an individual

-Ability to work with end users to extract requirements, understand needs, address complex issues, or provide training

- Strong organizational and documentation skills

- Good communication skills

- Interpersonal skills

35 Hours per week / May be required to work shifts including nights, Saturdays, Sundays, and holidays.

Kingston is a City in Ulster County, New York, approximately 90 miles north of New York City.


Minimum Qualifications

(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.
