SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies.
The New York City Municipal Water Finance Authority (the “Authority”) is seeking an experienced hands-on professional to manage the accounting and reporting and related functions of a group of four financing authorities and corporations (together the “Entities”) which issue or have issued bonds to benefit the City of New York (the “City”). Overseeing the Deputy Comptrollers and accounting staff, the Comptroller will have broad responsibilities for critical day-to-day operations including overseeing very large dollar value transactions. Extensive dealings with other senior management of the Entities, high-level City officials and a wide spectrum of others require excellent interpersonal and oral and written communication skills.
JOB DESCRIPTION:
For consideration, candidates should have substantial experience in accounting, auditing, and financial reporting, for one or more debt-issuing governmental entity or entities. Comparable private-sector experience may be substituted, but candidates must possess and demonstrate a comprehensive understanding of governmental accounting and reporting rules and practices. Certified Public Accountant strongly preferred.
With emphasis on several of the Entities, but serving as an integral member of the accounting management team with responsibility for all of the Entities, the Comptroller will be responsible primarily for the:
- Management of the Entities’ accounting staff in all functions, including verification of payments to bondholders by trustee banks, payroll, accounts payable, bank reconciliations, cost allocation, preparation and recording of journal entries, year-end closing adjustments, financial statement preparation, the Water Systems ACFR preparation, and other accounting functions.
- Implementation of and training accounting staff on new governmental accounting pronouncements.
- Under the direction of the Audit Committee and the Board of Directors, management of the annual financial statement audits and other financial audits, including responding to auditor findings and comments.
- Coordination with the Entities’ legal and financing staffs, the City Law Department, outside bond counsel, Trustees, financial advisors and others to prepare for and effectuate bond issuances.
- Coordination with and oversight of Bond Trustees for the Entities to ensure they receive funding required for, and timely and accurately pay, debt service; provide instructions to Trustees on investing of funds, transferring funds among accounts and/or making necessary disbursements.
- Monitoring of accounting transactions to ensure compliance with bond documents.
- Coordination of work with the New York City Comptroller’s Office Bureau of Accountancy to facilitate the Entities’ proper inclusion in the City’s ACFR.
- Coordination with external reporting requirements including submission to New York State under the Public Authorities Act.
