ABOUT THE CAMPAIGN FINANCE BOARD

The Campaign Finance Board is a nonpartisan, independent city agency that empowers New Yorkers to have a greater impact on their elections. Our mission is to make local democracy more open, transparent, and equitable by removing barriers to participation.

We make it easier for New Yorkers to vote, meaningfully support candidates for city office, and run for office themselves. NYC Votes, our voter engagement initiative, meets people where they are to share trustworthy election information and help New Yorkers make a plan to vote. We publish the citywide Voter Guide, which delivers information about candidates directly to voters’ doors. Our public matching funds program ensures small contributions can make a big difference, allowing regular people to run for office by relying on the support of other regular people, not just wealthy donors and special interests. And we lift the veil on how candidates raise and spend money, increasing transparency and accountability in local government.

The Office of People Operations delivers HR solutions to the agency as the liaison to external city government oversight for succession planning, payroll management, compliance, labor relations, and policy implementation. The Compliance Specialist will report to the Deputy Chief People Officer of Compliance, Payroll & Labor Relations and will be part of a dynamic, service-oriented team responsible for developing and executing human capital strategies and initiatives to support the agency.

The Compliance Specialist will assist with auditing personnel files, performance evaluation management, and assist with planning, directing, and coordinating People Operations compliance projects, amongst other duties. Responsibilities include, but are not limited to:

- Maintain and submit required compliance reports, including Right-to-Know, workers' compensation, and workplace violence reports, as well as other mandated documentation.

- Identify, investigate, and report compliance issues, irregularities, and violations, while maintaining accurate records of all compliance activities; collaborate with other departments to create a culture of compliance in the company.

- Discreetly handle and manage sensitive employee reports and information using NYCAPS and other HR platforms.

- Perform routine audits of HR platforms to ensure data accuracy.

- Collaborate with the Chief People Officer and Deputy Chief People Officer of Compliance, Labor Relations, and Payroll to transform data into actionable insights for compliance recommendations.

- Measure and assess the effectiveness of performance evaluation cycles and key responsibilities; ensure file maintenance and tracking of performance evaluations and key responsibility forms.

- Stay informed about all employee-related legislative and regulatory changes, ensuring that updates to rules and regulations are incorporated into people operations systems, policies, and procedures.

- Coordinate and liaise with external and internal business partners, as well as staff, to troubleshoot HR-related compliance matters.

- Review and analyze DCAS policies and procedures and disseminate routine updates regularly.

- Assist in coordinating and facilitating compliance-related training and communications for CFB employees.

- Regularly update the People Operations bulletin boards with compliance updates and mandatory employment-related posters.

- Organize and audit personnel files, I-9 forms, and benefits documents; ensure that City transfer requests are completed by requesting and providing travel personnel files (TPF).

- Research and apply compliance best practices for storing personnel records.

- Ensure new employee orientation acknowledgment forms are filed timely; participate in onboarding working group.

- Serve as a security officer for access to City platforms and troubleshooting inquiries; maintain Security Officer log.

- Update relative compliance, labor relations, and payroll spreadsheets.

- Assist with COIB disclosure filing.

- Assist in creating and updating forms, files, presentations, and other documents for the compliance, labor relations, and payroll unit as needed.

- Other duties as assigned.

Knowledge

- Knowledge of city personnel policies, compliance procedures, and civil service, preferred.

- Knowledge of local, federal, and state employment laws.

Other/Preferred Qualifications

- 2 -3 years of progressive HR experience, with a strong background in compliance preferably as a Generalist or Administrative Coordinator.

- 2-3 years of experience using various types of data sources, formats, and tools, such as spreadsheets, databases, surveys, and dashboards.

- Experience in program/project development.

- Experience performing data entry and processing high volumes of information and the ability to work on multiple projects concurrently.

Minimum Qualifications

MINIMUM QUALIFICATIONS

A bachelor’s degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or

A four-year high school diploma or its educational equivalent and five years of experience as described in “1” above; or

Education and/or experience equivalent to “1” above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
