The Compliance & Contract Monitoring Office (CCM) is responsible for maintaining DSS-HRA-DHS compliance and integrity oversight of its various programs. Within CCM, the Office of Regulatory Compliance and Accountability (ORCA) is charged with working closely with internal and external partners to ensure that DHS facilities, both directly-managed and those managed by provider agencies, comply with statutory, regulatory, and contractual obligations including, but not limited to, facility maintenance and repair, operational plans, the DHS Routine Site Review Inspections (RSRI) program, and additional facility and programmatic monitoring processes.
The Compliance & Contract Monitoring Office is recruiting for (1) Community Coordinator to function as a(n) Compliance Liaison, who will:
- Coordinate with DHS divisions and the Shelter-Provider community to implement all aspects of the Incident Reporting Initiative, including submission of immediate notifications to OTDA, coordination with DHS Program Divisions to ensure the accuracy of immediate notifications and incident reports, and investigation and development of responses to follow-up inquiries from the State and public officials. Review priority incident notifications submitted by DHS’ Serious Incident Unit (SIU) and drafts immediate notifications based on the SIU notifications to send to OTDA. Follow-up with SIU and DHS program staff via email and phone to ensure accuracy of notifications and that all relevant information is included. Log each serious incident into the serious incident tracker. Additionally, create a comprehensive report of closed serious incident reports which is submitted to OTDA twice a week.
- Monitor and review the responses of assigned providers to OTDA inspections prior to submission to the State to ensure the deficiencies identified by the inspections are addressed adequately and responded to in a timely manner. Review daily and weekly reports on inspection report progress that are created by the Compliance Analyst. Conduct appropriate follow-up with providers to ensure that responses are submitted timely and sufficiently address each violation.
- Assist Compliance Analyst with conducting onsite inspections of DHS and provider-managed shelters to ensure compliance with oversight regulations and/or verify remediations as reported by Shelter Staff in OTDA inspection reports. Review submitted responses to inspection reports to identify areas to focus on during onsite inspection and drafts a memo for the Compliance Analyst. Attend the onsite inspection with the Compliance Analyst and assists with documenting any areas of concern. Share notes and input with the Compliance Analyst.
- Assist ORCA’s senior staff with regular and ad-hoc training for providers to improve regulatory compliance and responses to deficiencies identified in OTDA inspections.
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
