The New York City Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and over 11,000 employees who manage and maintain 311 developments that house about 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to about 200,000 additional people.

Reporting to the Deputy Director of the Transactions Monitoring Unit (“TMU”) in the Compliance Department, the Compliance Analyst assists in developing a program to monitor procurement of capital projects within NYCHA. Responsibilities may include monitoring operating division procurement of contracts, as well. Monitoring includes ensuring compliance with all laws and regulations as well as agency procedures. In addition, the Compliance Analyst may be assigned to specialized compliance-related projects stemming from new regulations or identified compliance gaps within any NYCHA business units.

Under close supervision, receives training and practical experience in the Agency's legal work:

- Recommend statutory and regulatory revisions to agency contracts.
- Advise on legal aspects of enforcement and administration of acts, rules, laws, and regulations.
- Receive training in and develops subject matter expertise in capital contract procurement.
- Develop monitoring system for capital contracts. Focus on early phases of the contract lifecycle – Procurement and Planning.
- Implement monitoring program acting as team leader and with support from other TMU staff.
- Monitor development of scopes, general conditions, and standard specifications.
- Expand program to look at Change Order procurement.
- May monitor appeals of contractors on interpretations of specifications and contract drawings, and other contract disputes and/or claims.
- May monitor change orders in routine reconstruction projects or new or major construction projects.
- May assist in developing procedures and instruct staff on administrative procedures.
- May act as liaison with operational staff within the agency.
- Monitor, audit, and inspect capital construction projects in all project lifecycle phases within the NYCHA capital construction program.
- Monitor compliance with established standard procedures and rules and regulations within the procurement process.
- Monitor capital construction process for conformance with contract requirements including specifications/plans and for compliance with rules and regulations.
- Monitor capital construction projects for compliance with all permits and permit conditions.
- Monitor capital construction projects for compliance with all external reporting requirements.
- Review and analyze contractor and NYCHA compliance with invoicing, MWBE goals, section 3 goals, fair wage issues, subcontractor approvals, payroll and accounting standards, regulations and best practices.
- Conduct research to uncover trends or patterns in complex business and/or construction transactions and workflows to make recommendations on policies and procedures.
- Prepare evaluation reports and perform analyses and review of program plans, funding and performance.
- Assist in day-to-day project management responsibilities and notify the Deputy Director when/if issues arise that require senior management intervention.
- Develop monitoring programs and adaptations to monitoring programs based on Compliance Department needs.
- Prepare project updates, briefings, reports, presentations, agendas, and materials for internal and external meetings.
- Collaborate with business liaisons from designated departments to develop and implement compliance-related activities (e.g., business process analyses, procedures, monitoring action plans).

Minimum Qualifications

Graduation from an accredited United States law school as defined in the Rules of the New York Court of Appeals (Sections 520.3 or 520.5) or admission to the New York State Bar.


Preferred Skills

1. Familiarity with procurement, construction-related procurement, standard construction contracts, and construction general conditions terms. 2. Familiarity with the contracting process – contract types, bidding, change orders, contract management. 3. Experience with government procurement processes and procedures including New York City procurement rules for capital contracts and change orders. 4. Familiarity with critical path method for scheduling. Familiarity with scheduling and project management software. 5. Familiarity with the construction management process. 6. Experience managing high-priority projects and tracking project lifecycles. 7. Excellent communication skills with ability to engage and facilitate cooperation among multiple stakeholders. 8. Knowledge of the housing-related construction industry a plus.
