The Office of Human Resources & Employee Experience (HREX) is responsible for ensuring the Department complies with applicable labor and employment laws and City and Agency rules and policies. The unit provides guidance to managers and employees on a variety of topics including recruitment, employment, civil service, job and organizational design, labor relations, youth programs, benefits, wellness, performance evaluations, salary administration, timekeeping, and time and leave administration.

Reporting to the Deputy Director of Timekeeping, the Compensation Analyst & Senior Timekeeper will:
- Work with the Deputy Director of Payroll Administration to generate leave reports and special projects.
- In the absence of Deputy Director, assist other Timekeepers with any matters related to timekeeping procedures.
- Work with the Deputy Director of Payroll Administration to generate compensation reports and special projects.
- Assist employees with all aspects of CityTime submissions.
- Research, resolve, and respond to employee time and leave questions.
- Adjust and process absences in CityTime.
- Process timesheets and leave requests for employees on leave of absence.
- Process supplemental payroll; adjust final paychecks, process necessary reports and transactional forms and data.
- Perform related timekeeping administrative functions as needed.
- Conduct exit interviews.
- Run reports as requested.
- Process of Night Emergency Response Team (ERT) timekeeping.
- Coordinate and process NYCAPS actions for Timekeeping related data.
- Coordinate with Leave Ad min and Payroll on Leaves of Absences affecting timekeeping.
- Process Temp Timesheets on a weekly basis.
- Review anticipatory week leave balance compliance, which involves coordinating line holding and offsetting with payroll
- Ensure compliance with pay and leave records for separated employees and employees on leave going off paid status to ensure correct final pay
- Assist with CityTime approval tree updates in accordance with Agency Org Charts
- Generate Managerial MPP Year to Year breakdown upon separations.
- Investigate Agency absences of consecutive Leave Without Pay (LWOP) and coordinate with Leave Administrator for possible Medical Leaves of Absences (LOAs)
- Process Agency Absence Control Stepping Program

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.


Preferred Skills

- Excellent communication (written and verbal) and organizational skills. - Strong computer skills including ability to use Word, Excel, Outlook, and Visio. - Working knowledge of CityTime, CHRMS, NYCAPS, and PMS. - Strong knowledge of payroll, timekeeping, and leave administration practices.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
