The Eligibility Information Services Unit is responsible for providing information to Medicaid providers on Medicaid eligibility requirements that are mandated by the state and federal governments. These providers include community-based organizations, hospitals, and Article 28 facilities, prenatal care providers, Facilitator Enrollers, health plans and nursing homes. Through conferences, classes, and procedural news bulletins, telephone, and on-site assistance, EIS communicates eligibility and documentation requirements, changes in rules, court decisions, and new programmatic initiatives to ensure error-free applications, recertifications and transactions. EIS maintains relationships with the community by holding bi-monthly advisory councils in each borough.

Constituents Services is seeking one (1) Community Coordinator to function as a Community Liaison Coordinator for the Eligibility Information Services Unit .

The Liaison Coordinator is responsible for liaison activities between community-based organizations, hospitals, Article 28 facilities, prenatal care providers, facilitator enrollers, health plans, nursing homes and elected officials. The Liaison Coordinator provides response to inquiries, training and public education programs to public sectors interested in Medicaid.

The Liaison Coordinator will:

- Maintain liaison relationship with representatives from Community Boards, advisory councils in each
borough and HRA Community Affairs; represents the Medical Insurance and Community Services
Administration at Community Board budget consultation process.

- Communicate and interpret Medicaid policies and programs to the community through training
and other forums.

- Plan and develop community research activities with advisory councils, elected officials and tasks
forces dealing with procedural issues related to Medicaid.

- Provide consultation to the operational staffs of the community offices of public officials and
community on programmatic changes that may affect their constituents' Medicaid problems.

- Mediate problems related to Medicaid issues between Medicaid providers, hospital staff, nursing
homes providers, and facilitator enrollers. Initiates and evaluates investigations and studies of
problems pertaining to Medicaid client population.

- Develop Medicaid training and public education conferences and seminars for community-based
organizations, hospitals, Facilitator Enrollers, health plans and nursing homes. Plans presentations,
research, and prepare materials and referral manuals for training and presentations.

- Attend Division conferences and conducts presentations in events with community groups, general
public, providers and advocates to assists them with Medicaid eligibility questions and educate
them on public health insurance policies and procedures

- Liaise and respond to questions, complaints and inquiries from community partners, key leaders,
and organizations. Track client inquiries within Intranet Quorum (IQ) to ensure they are addressed
and responded to in a timely fashion


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
