Under the direction of the Director of Community Engagement, with wide latitude for independent initiative and decision-making, the Community Engagement Manager manages the operations of community engagement pilot partnerships with community-based organizations and supervises a team of liaisons, coordinators, and/or an ombudsperson who work directly with community partners. The Manager engages in establishing and maintaining cooperative relationships with other City agencies, community-based organizations, local community leaders, and others in order to expand, support, and improve service delivery and outcomes in the community. The Community Engagement Manager reports on key performance indicators, proposes and implements business process improvements, and works closely with the Director of Community Engagement to design and implement improvements.

The Office of Community Outreach is recruiting for an Administrative Community Relations Specialist NM I to function as Community Engagement Manager who will:

- Manage the day-to-day operations of community engagement pilots and other initiatives. Identify and implement methods to standardize or streamline operations. Supervise a team of Liaisons or Coordinators who work directly with community-based organizations and other community partners. Manage all personnel actions for direct reports including time and leave, progress and performance, and corrective action. Ensure that all staff receives the training, resources, and other support required to carry out their responsibilities. Support the recruitment and onboarding of new hires.

- Create and institutes streamlined processes to manage logistics of on-boarding process for new community partners, including set up for the Provider Portal. Establish and implement standardized procedures for the execution of memoranda of understanding and other agreements required to engage and onboard partners. Oversee logistics of recruitment, execution of partnership, and onboarding new Provider Portal partner organizations.

- Partner with HRA program areas to develop and update training curricula and materials for both community-based organizations and for on-boarding new Community Engagement staff. Conduct training presentations for community-based providers on ACCESS HRA and the ACCESS HRA Provider Portal.

- Oversee a team portfolio that may include oversight of one-hundred or more partnerships with community-based organizations. Facilitate and maintains productive and cooperative working relationships. Ensure that all concerns or complaints from partner organizations are investigated and resolved and takes action to resolve concerns in the short- and long-term, escalates concerns to senior-level program staff as appropriate.

- Analyze and interpret performance data and prepare routine reports on key performance indicators. Design and improve reporting tools to highlight key indicators and outcomes. Produce comprehensive reports with analysis of performance data and trends. Apply findings to improve service delivery and processes.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
