Job Description

Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:
The HIV Health and Human Services Planning Council (Council) is a federally mandated body staffed through the NYC DOHMH Division of Disease Control. The Council is charged with setting priorities and allocations for the use of funds that New York receives under Part A of the Ryan White HIV Treatment Extension Act to pay for treatment, care and support for uninsured and under-insured people with HIV. The mission of the Council is to ensure that people living with HIV and AIDS in the New York EMA will have access to and maintain appropriate, quality services across the continuum of care, resulting in the best possible health and quality of life.

The Community Coordinator is responsible for assisting a community planning process This position reports directly to the Senior Community Planner/CRS II of the HIV Health and Human Services Planning Council, and through them to the Director of the Council. The position is grant-funded under the Ryan White HIV/AIDS Treatment Extension Act.

Duties will include, but not be limited to:

The Community Coordinator will be responsible for:
- Supporting the participation of people with HIV (PWH) in the Council’s community planning process by organizing trainings, providing support materials and offering personalized assistance to PWH to help them understand the Council’s roles, responsibilities and processes
- Assisting the Senior Community Planner in staffing the Council’s Consumers Committee and acting as staff liaison to the committee
- Conducting activities to help PWH who serve on the Council and its committees to develop the skills and knowledge they need to effectively participate in the Council’s activities
- Conducting targeted outreach activities in the community to raise awareness of the Council and the need for community participation, and to recruit potential Council members, particularly PWH from underrepresented communities
- Representing the Council at community meetings, training and conferences, and sharing information gathered with Council staff and members of the Council’s Consumers Committee
- Participate in agency-wide required EEO trainings, and trainings for advancing racial, gender, and social equity, and other agency requirements.
- Complete required paperwork, including reports, summaries and presentations as needed.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

Ability to present to and work with the diverse membership of the Council to ensure engagement of all members in the Council’s planning processes. Candidates should have familiarity and experience addressing stigma and health inequities and are expected to apply a health equity lens to all work. Knowledgeable about the HIV epidemic in New York City and the metropolitan region. Excellent interpersonal, collaborative and team skills Strong written and oral communications skills Willingness to travel within the five boroughs of NYC and Westchester, Rockland and Putnam Counties Bilingual (Spanish) speaking ability a plus.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
