JOB DESCRIPTION:

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Contract Administration Section procures contracts and agreements for goods, services, construction, information technology and other programs necessary in support of the Department's mission. The Contract Administration Section coordinates with stakeholders, initiates procurement actions; processes contract actions; manages vendor integrity reviews; utilizes City procurement and financial management systems; and educates Department staff on appropriate procurement methods of source selection.

The Community Coordinator will be responsible for monitoring MWBE goal compliance in contracts, including change orders and analysis of renewals; Conduct reports and analyze data, such as Agency payments to prime vendors and subcontractor payments from the Financial Management System (FMS) to determine goal compliance; Work with Project Managers and other internal staff to assess percentage of project completion and anticipated work to identify contracts in possible non-compliance; Analyze Agency MWBE spend across industries; Collaborate with contract managers and end users to review scope of work and identify subcontracting opportunities to establish MWBE goals in contracts; Work closely with Department of Small Business Services to gauge MWBE capacity in upcoming contracting opportunities to maximize MWBE utilization; Assist with the approval process of subcontractors, such as conducting responsibility determinations; Attend networking and outreach events; Assist with vendor waiver requests and contract modifications; Assist with Mayor's Office Turnaround Document requests and special projects as needed.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

-Ability to analyze data, and evaluate procurement processes -Strong working knowledge of Microsoft Excel. Access. PowerPoint, and Visio -Familiarity and experience utilizing PASSport, Payee Information Portal. FMS and NYC Checkbook -Comfort working in a fast-paced environment, managing multiple projects simultaneously, and prioritizing assignments -Experience working with cross-functional teams and diverse group of people -Strong interpersonal and written/verbal communication skills -Positive attitude, self-motivated, organized and detail oriented -Familiarity with government procurement processes -Foreign Language skills are a plus

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
