Job Description

Under general supervision, with some latitude for independent initiative and decision making, the selected candidate will perform planning, implementation coordination and monitoring task of contracts for the developments and neighborhoods serving NYCHA residents.

1. Monitor NYCHA material contracts from initial to final proposals submitted by contractors, for all commodities, to ensure conformity to the agency's requirements and federal/state/city
mandates to ensure the needs of the community and neighborhood environments are met.
2. Draft, finalize and submit all procurement public notices to various publications to ensure community outreach is complete.
3. Establish sourcing plans to implement and coordinate the needs and maintain the continuation of important community services are provided.
4. Prepare solicitation documents including cost estimated to identify required funding for the provision of goods essential to development and neighborhood districts.
5. Review bid solicitation requirements and line items, completes all related professional tasks and as needed to complete specific development / community program and need analyses.
6. Coordinate with influential stakeholders including neighborhood administrators and technical advisors throughout the contract processes to ensure that all solicitations are complaint with
NYCHAs PPM.
7. Administer and coordinate all tasks related to pre bidder conferences to ensure that the vendor community is aware of all open RFQs and that the vendor outreach is extensive, and the
vendor pool includes MWBEs through vendor outreach, pre bid conferences and RFIs.
8. Prepare and distribute public bid summary internally as needed and externally to the community for transparency.
9. Conduct bid evaluations, to determine vendor responsiveness or non-responsiveness based on conformity to the solicitation requirements including. Communicates with the
contractors/bidders to ensure potential selected vendors meet NYCHAs standards. Reviews statistical and budgetary data to determine price reasonableness based on solicitation cost
estimate and/or current market trends to establish recommendations for award for review by supervisory staff.
10. Prepare pending award documentation for final review and approval by supervisory staff.
11. Complete all contract internal and external registration tasks to supply the Authority with the means of obtaining various goods and services needed to support the continuation of operations at
the development and community level.
12. Based on the understanding of the need of a specific Development and/or target neighborhood make recommendations on immediate procurements and strategies for efficient sourcing.
13. May, during the absence of immediate superior, supervise subordinate staff.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

- Proficiency with all Oracle Platforms and Modules - Proficiency with MS Office especially Excel - Knowledge of procurement rules and regulations - A baccalaureate degree from an accredited college and 6 months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management.
