The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish.
Under the direction of the Assistant Deputy Agency Chief Contracting Officer (ADACCO), the
Department of Youth and Community Development (DYCD) is seeking to hire an Community Coordinator who will be responsible for Assisting the ADACCO in the registration of over 3,000 contract actions. The responsibilities include but are not limited to:
- Directly responsible for up to 200+ procurement/contract management actions a year.
- Coordinates with over a dozen DYCD Program units and approximately 75 human service contractors on the preparation, distribution and collection of contract and procurement documents.
- Ensures technical specifications comply with Citywide regulations. Coordinates and acts as a liaison with the City’s oversight agencies
- Collects and prepares documentation for investigations of vendor responsibility and performance.
- Processing procurements including but not limited to bids, competitive sealed proposals and purchase orders using various City systems
- Ensuring citywide procurement policies are followed in contract processing, including Minority/Women-owned Business Enterprise (M/WBE) compliance
- Consulting with various DYCD units to ensure the correct goods and or services are being procured
- Follow the appropriate procurement method and rules for the procurement
- Maintain and update procurement status reports and databases
- Performing all contracting functions in the Procurement and Sourcing Solutions Portal (PASSPort) system; the Financial Management System (FMS); Office of Citywide Procurement (OCP),
and internal agency purchasing systems
- Communicating with vendors to request required documents, and review submitted documents for completion and compliance with procurement rules and regulations.
- Providing technical assistance to contractors to facilitate appropriate oversight approvals and clearances.
- Ensuing timely registration of contracts; accurately and efficiently manage procurement actions from time of assignment until registration stage.
- Identify challenges and solutions on contract matters; correspond with user units and ADACCO and assist on Special Projects as needed.
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
- Familiar with and knowledge of New York City's Procurement Policy Board Rules, Citywide Procurement systems such as HHS Accelerator, FMS and PASSport. - 3-5 years of procurement experience within NYC government - Strong analytical and organizational skills. - Excellent writing, interpersonal, customer service and presentation skills. Advanced Microsoft Excel and Word skills - Ability to adapt to a fast-paced work environment and changing needs and priorities - Ability to effectively multi-task and prioritize - Ability to work independently and as part of a team
