The DCAS Office of Communications plays a vital role in promoting the agency and its brand to the constituencies we serve. This unit oversees all external and internal communications for DCAS, including public relations, print and digital marketing, social media, the DCAS website and intranet, graphic design, photography, videography and much more.
The Communications Strategist, under guidance of the Chief Public Information Officer, will help the Communications Unit develop and execute strategic communication plans across all channels. Moreover, the selected candidate will serve as project lead on long-term communications projects including but not limited to agency newsletters, podcasts, short form videos, reports, social media and more. By employing strategic communications, the candidate will be expected to contribute to enhancing the organization's reputation, fostering stakeholder engagement, and achieving key business objectives. This role requires the keen ability to navigate complex situations and lead with a solution-oriented mindset and the flexibility to manage multiple priorities simultaneously.
Responsibilities include:
- Support the Chief Public Information Officer in developing overarching communication strategies. Identify target audiences, key messages, and appropriate communication channels to ensure effective delivery of information.
- Build and maintain relationships with key stakeholders, including, partners, customers, and internal teams. Develop strategies to engage stakeholders and ensure consistent messaging across agency-owned communication platforms.
- Drive the development and implementation of brand communication strategies to strengthen brand awareness and positioning. Ensure consistent brand messaging across all communication channels and materials.
- Create compelling content for various communication channels, including newsletters, podcasts, short form video series, articles, social media posts, and website copy. Ensure content is tailored to the target audience and consistent with the organization's messaging and brand guidelines.
- Manage email marketing on behalf of DCAS.
- Take on full executive producer responsibilities for the DCAS Inside Citywide podcast.
- Independent management of complex projects, including developing and executing large-scale agency marketing plans.
- Serve as point of contact for internal projects that require support/advisement/content from the Office of Communications. Lead conceptualization and execution of assigned projects and provide guidance and direction.
- Support the organization's digital communication channels, including the website, social media platforms, and email marketing. Develop strategies to leverage these channels effectively for brand promotion, engagement, and reputation management.
Qualification Requirements
1. A master's degree in journalism or public relations from an accredited college; or
2. A baccalaureate degree from an accredited college and one year of full-time satisfactory experience in public relations, journalism or advertising; or
3. An associate degree or completion of 60 credits from an accredited college and two years of full-time satisfactory experience in public relations, journalism or advertising; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all candidates must have at least 60 credits from an accredited college.
For Assignment Level II
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements described above for Assignment Level I, at least one additional year of the full-time experience in public relations, journalism, or advertising.
- Experience with public sector marketing and communications. - Experience with content management systems. - Experience with Photoshop and other visual design software. - Experience with photography, videography, and photo and video editing. - Proficient with copy editing and familiarity with AP style.
