The New York City Taxi & Limousine Commission (TLC) is looking for a skilled and experienced communicator who can assist the Public Affairs Unit with both media and industry-facing communications. The Communications Specialist will become a pivotal part of a team dedicated to messaging agency goals and initiatives in an effective, creative, and impactful manner.
The successful candidate will serve as a Communications Specialist reporting to the Public Affairs Unit. Responsibilities will include: perform video production and graphic design to support marketing campaigns; develop presentations and business materials; develop and implement enhanced communication strategies utilizing digital applications and video editing techniques; compose press releases and media announcements; select and create illustrations and graphic art work; expand audience engagement with new marketing initiatives and promotional campaigns across multiple platforms; perform liaison functions with governmental partners and external stakeholders; represent TLC at forums, conferences, business meetings, and special events; monitor progress of initiatives through metrics, reporting, and tracking systems; perform qualitative and quantitative analysis; utilize advanced functions of computerized programs, business intelligence applications, digital media tools, and Microsoft Office software programs; and coordinate special projects and programs as directed.
(1) A baccalaureate degree, with a major in fine or graphic arts, from an accredited college and one year of full-time paid experience as a commercial or graphic artist; or
(2) A four-year high school diploma or its educational equivalent plus two years of training in a technical school approved by a state’s Department of Education or comparable governmental agency, in oils, water colors, painting, design, black and white, layout, computer graphics, and other art media, and three years of acceptable full-time paid experience as a commercial or graphic artist.
To be qualified for assignment to Assignment Level II, individuals must have:
(a) at least one year of experience as a Graphic Artist, Assignment Level I; or
(b) the Qualification Requirements described in "1" or "2" above, plus two additional years of acceptable specialized paid experience conceptualizing and initiating graphic art projects.
The preferred candidate should possess the following: A college degree in a related field 4+ years of full-time professional experience in public relations, business promotion activities, strategic planning, and marketing exceptional business writing and editing skills proven public speaking and collaboration skills strong knowledge of business principles and public policy advanced organizational and facilitation skills strong attention to detail advanced proficiency with business intelligence tools, analytics programs, and social media applications advanced proficiency with Microsoft Office programs including Word, Excel, Access, Visio, Project, Publisher, and PowerPoint strong research and data compilation skills excellent problem solving skills strong documentation skills strong quantitative and reporting skills excellent time management skills ability to manage multiple tasks simultaneously under tight deadlines ability to excel in a collaborative and fast paced environment and prior legal experience in NYC government preferred.
