Environment and Planning which is inclusive of Forestry, Horticulture, Natural Resources, and Planning, aims to protect, restore, care for, and expand New York City Parks, nature, and tree canopy to maximize environmental health, community well-being, and resilience.

Major Responsibilities
- Under supervision of the Chief of Staff, perform challenging and responsible administrative work specializing in the receipt, processing, and tracking of all correspondence received by or assigned to Environment and Planning by the Parks Commissioner’s office.
- Research and compose correspondence for constituents, community groups, and elected officials on behalf of agency staff. Attend agency correspondence meetings and work to standardize and improve correspondence, communications, and customer service to align with Agency voice and tone, as well as diversity, equity, inclusion, and belonging principles of Environment and Planning and Parks Forestry. Support division collaborations with 311 including the management of customer service content.
- Work in tandem with the Communications Coordinator, who is the primary liaison with Parks’ Digital Media, Press, Marketing, and Strategic Content, to create materials for public distribution.
- Perform statistical reporting and analysis on correspondence trends, on-time performance based on established Mayor’s Management Report (MMR) metrics, and patterns following storms and other emergencies.
- Assist with the copy editing of documents before the release to the Agency and/or public.
- Answer phone calls for the Deputy Commissioner and Assistant Commissioners.
- Provide guidance and direction to division correspondence liaisons who are embedded within units, including but not limited to the develop and implementation of correspondence templates and resources for use within Environment and Planning and Borough Forestry.
- Assist with community outreach, the development of customer service strategies, and representing the division and agency at public forums, meetings, and conferences.
- Coordinate with NYC Parks Legal Department for staff to attend Examination Before Trial hearings.

*This vacancy is only open to 1) current permanent Parks employees serving in the Administrative Community Relations Specialist civil service title or 2) on leave from the title or 3) permanent city employees in or on leave from a comparable title (e.g. Administrative Staff Analyst or Administrative Manager), or 4) employees who are reachable on the ACRS or a comparable civil service list.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.


Preferred Skills

1. A baccalaureate degree from an accredited college and two years of experience in external Communications. 2. Excellent reading, writing, and editing skills, with strong attention to detail. Experience using plain language and communicating with a broad public audience. 3. Excellent administrative and inter-personal skills, including verbal communication with both colleagues and constituents. 4. Interest in environmental studies, forestry, and/or government relations. 5. Excellent command/highly proficient in Spanish. 6. High Proficiency in Microsoft Word, Excel. 7. Experience with ArcGIS and ForMS. 8. Valid New York State driver license.

Residency Requirement

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
