THE AGENCY:
The Department of City Planning (DCP) plans for the strategic growth and development of the City through ground-up planning with communities, the development of land use policies and zoning regulations applicable citywide and sharing its perspectives on growth and community needs with sister agencies in collaboration with the Office of Management and Budget (OMB).
DCP’s six strategic objectives include: (a) catalyze long-term neighborhood improvement through integrated planning and targeted accompanying public investments; (b) encourage housing production, affordability, and quality; (c) promote economic development and job growth; (d) enhance resiliency and sustainability of neighborhoods; (e) ensure integrity, timeliness and responsiveness in land use reviews; and, (f) supply objective data and expertise to a broad range of planning functions and stakeholders.
Central to its mission, DCP supports the City Planning Commission in its annual review of approximately 450 land use applications. The Department also works closely with OMB in developing the Ten-Year Capital Strategy, and helping administer the Neighborhood Development Fund, geared toward ensuring that growing neighborhoods undergoing rezoning have accompanying infrastructure investments.

THE DIVISION:
The purpose of this team is to ensure that all projects completing Pre-Certification review are appropriately shared with the City Planning Commission and other public stakeholders, with timelines managed so that the public has ample access to review and vote on proposals. The primary stakeholder of the Commission Operations and Public Review team is the 13 members of the New York City Planning Commission in preparing projects for their review. The team ensures that the City Planning Commission has the information it needs to deliberate and make decisions on projects. They also work to track all projects entering public review to ensure that the Uniform Land Use Review Procedure is followed appropriately.
Team responsibilities include ensuring Commission meetings run smoothly, that the public has the ability to participate openly and thoroughly, and that hearings are noticed in accordance with the law and rules of the City of New York. Team members support Commission meetings by supporting the public in providing testimony in person and online, ensure that meetings run smoothly and that votes are recorded, documented and shared with actors involved in the Uniform Land Use Review Procedure.
The division also coordinates workflows established within various divisions to maintain optimal project management; helping to assess internal divisional staff capacity to ensure efficient application review; improving awareness of the status of pipeline priorities across the agency; developing solution-oriented tools for critical path tracking; preparing recommendations for priority setting based on inputs from the borough office, technical and functional divisions; and facilitating meetings and discussions that lead to the resolution of shared agency-wide priorities. The team reports directly to the Senior Director of Land Use and Commission Operations
RESPONSIBILITIES:
The Commission Secretary acts as a conduit between the 13-appointed members of the City Planning Commission and the Department of City Planning. The Secretary also has responsibility for sharing information appropriately with the public through publication of the City Planning Commission Calendar, CPC reports and disposition sheets. Specifically, responsibilities include:
- Preparing the City Planning Commission Calendar, Review Session agendas and Disposition sheets for all applications before the Commission
- Ensures that all appropriate notices of regular public hearings and special meetings are made and that applications are referred in a timely manner
- Prepares and maintains a calendar of items to be reviewed at each public meeting and a record of undetermined items
- Responsible for the recording of public meetings through audio/visual means with the assistance of Commission Operations and Public Review staff
- Responsible for maintaining a list of speakers at all hearings, their indications (for or against) and any exhibits or testimony shared with the Commission, whether within the public hearing or for the 60-day comment period
- Responsible for maintaining the minutes of all public meetings and hearings
- Responsible for maintaining a record of all votes and determinations of the Chair and the City Planning Commission
- Responsible for sharing all communication and reports with the City Planning Commission for their attention
- Responsible for transmitting all City Planning Commission reports, resolutions and modifications to the New York City Council
- Collecting and synthesizing status information on major department or mayoral initiatives and complex private applications on a re-occurring basis for the City Planning Commission
- Supporting the Deputy, Director and Senior Director in running all public meetings smoothly and efficiently
- Participating in the management of preparation sessions for all public meetings
- Ensuring that Commissioners have a connection to all necessary Human Capital, IT and Operations resources needed for them to function in their roles
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
- Project management experience, including tracking and managing multi-party workflows - Excellent interpersonal skills and the ability to work effectively with disparate personalities and organizations to settle differences, negotiate agreements and influence without direct authority - Experience navigating New York City’s land use procedure, knowledge of environmental review policies and procedures and the New York City Zoning Resolution - Outstanding organization and team building skills - Ability to apply independent judgment on complex land use, technical and environmental matters - Strong verbal, written communication, and presentation skills - Demonstrated ability to deal with sensitive and complex issues within and outside the agency - Ability to manage multiple projects simultaneously in a fast-paced environment, consistent with Department priorities - Proven ability to lead and champion change
