Job Description
The Human Capital (HC) Bureau of Strategic Planning (BSP) at DCAS seeks to appoint a Policy Assistant to work in the Citywide Personnel Policy (CPP) Unit. BSP drives change across HC, supporting projects and agency-wide efforts to achieve operational excellence, and ensures that City leaders and agency executives have the information and tools they need to conduct strategic workforce planning using data analytics and reporting.
The Bureau publishes the annual Workforce Profile Report; provides monitoring and reporting for Provisional Reduction compliance, supports all of HC data reporting and analytics, administers and evaluates citywide personnel policies and programs, manages the New York City Employee Blood Program (NYCEBP), and coordinates Citywide Occupational Safety and Health (COSH).
The CPP Unit, within the Bureau of Strategic Planning, performs critical policy related analytical work for the HC line of service. The Unit is responsible for aligning leave related procedures across citywide agencies and documenting DCAS personnel policy memos and interpretations to increase transparency and efficiency in policy and leave regulation implementation. The unit is a useful resource for HR departments across city agencies in handling employee issues relating to policy, leaves of absences, absence control and other personnel issues.
The Policy Assistant will be responsible for cataloging Citywide Personnel Policies and Time and Leave regulations. The Policy Assistant will maintain Citywide Personnel Policy correspondence and archives. In addition, the Policy Assistant will work with staff from the HC line of service to create and maintain an online policy library and assist in aligning procedures and interpretations to ensure consistency.
The Policy Assistant will work closely with Policy Analysts on various tasks and projects such as:
Duties and Responsibilities
- Review policy and procedure related materials
- Review and track policy inquiries and maintain Citywide Personnel Policy correspondence spreadsheets
- Setting up and/or working with databases and information systems to catalogue and access information
- Research new and innovative policies, strategic plans, and goals under administrative direction
- Participate in trainings and meetings pertaining to the planning and development of policy projects. Draft proposals and timelines.
- Classifying and cataloging information
- Perform policy analysis
- Scanning and automating policy documents
- Develop and maintain cooperative relationships
The Policy Assistant will be tasked with maintaining the policy questions database/spreadsheet to assist in identifying Frequently Asked Questions and to update the APO Community Portal information for the CPP Unit.
With the guidance of higher-level management, the Policy Assistant will review historical policy documentation and identify leave regulation procedures that need modernization, interpretation and/or decision making while reviewing policy questions submitted to the CPP Unit.

Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.
SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
- Excellent organizational and communication skills - Ability to work independently and within groups experience using computers, especially utilizing Microsoft Office programs. - Intermediate experience with the Microsoft Office applications is essential, including Excel, PowerPoint, and Word. - Experience using online research tools.
