Under supervision, the College Aide will perform professional financial analytical work of moderate difficulty, examining eligibility requirements related to the different grant funding sources utilized by the agency for its various projects and transportation initiatives for which reimbursement claims are to be processed. The grant funding comes from the Federal Highway Administration (FHWA), World Trade Center-Federal Emergency Relief, the New York State Department of Transportation/Consolidated Local Street and Highway Improvement Program (CHIPS), Extreme Winter Recovery (EWR) and PaveNY. Examining vouchers and timekeeping records to prepare/confirm reports and prepare cost analyses, and documentation to submit federal and state reimbursements. The responsibilities will also include managing and monitoring grant-funded Personnel Services (PS) and Other Than Personnel Services (OTPS) related to the reimbursement claims incurred in the NYCDOTs Expense Budget; liaising with the project managers in various divisions throughout NYCDOT and other City Agencies to ensure the compliance with rules and regulations associated with the different funding sources to avoid ineligible expenditures; safeguarding coordination with the Fiscal Affairs and Budget units to ensure consistency with timing of expenditures incurred and revenue collections posted in FMS. Under general supervision with latitude of independent judgment the chosen candidate will interact with the internal and external auditors answering their questions, explaining questionable discrepancies, and preparing reports. The candidate will efficiently address project fiscal issues such as project budget and expenditures tracking and demonstrate exceptional organizational, written, and oral communications, problem solving, and analytic skills; ability to work calmly and proficiently under pressure and to adhere to strict deadlines.

Minimum Qualifications

For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.


Preferred Skills

- Matriculation at an accredited college or graduate school with a specific course of study in Accounting, Business Administration, Economics, Public Administration, or other area relevant to grants management assigned. - Ability to work independently or as part of a team. - Ability and willingness to learn new systems, techniques, and procedures. - Experience in the use of in Microsoft Office (Word, Excel, Access, and PowerPoint) and database system. - Ability to maintain a cordial relation with different departments within the agency and external entities for proper coordination. - Knowledge of federal, New York State, and City fiscal policies and experience with the Citys Financial Management System (FMS 2 and 3), State’s Financial System, and FHWA Financial Management Information System (FMIS) are encouraged though not mandated.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
