The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBO) throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical and quality programs that positively impact youth and communities. The Department of Youth and Community Development is seeking to hire a Fiscal Analyst in the Contract Agency Finance Division. The Analyst will have fiscal responsibility for analyzing and monitoring payments to Community Based Organizations (CBOs). The analyst will review and audit HHS Accelerator Invoices, Program Expense Report Summaries (PERS) and monitors expenses to ensure they are incurred in accordance with established policies and procedures. Responsibilities include recording expenditures utilizing the DYCD Comprehensive Contract Monitoring System (CCMS), processing HHS Accelerator Invoices, issuing payments, interacting with CBOs to resolve fiscal reporting discrepancies, and performing additional financial projects as directed. Duties will include but not limited to the following:
- Manages a portfolio of approximately 250 assigned contracts by processing monthly PERS and HHS Accelerator Invoices and payments.
- Update CCMS in house system by processing expenditures reported on PERS, payment vouchers, status letters, initial advances and batches for supervisor approval.
- Manages tasks in HHS Accelerator to ensure invoices and payments are processed in a timely manner.
- Interact with CBOs to resolve fiscal reporting discrepancies providing them with technical assistance as required.
- Responsible for CCMS, HHS Accelerator and Financial Management Systems (FMS) encumbrance reconciliations.
- Fiscal year end close out of contracts which includes and is not limited to closeout letters, follow up on receivables, FMS/CTR encumbrance decreases.
- Perform special projects as directed by supervisor or director


Minimum Qualifications

For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
