UNIT: Budget

JOB TITLE: One (1) Undergraduate/Graduate College Aide

SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

This individual will become expert in the New York City budget process, to build capacity for budgetary review to identify potential opportunities for investment and to make recommendations on how to continue to incorporate sustainability, resiliency, and environmental justice work in NYC’s Climate Budgeting process.


JOB DESCRIPTION:

The undergraduate/graduate intern will contribute to assessing the climate impacts of the City’s capital and expense budgets and develop the climate budgeting tools and analysis used to inform the second NYC Climate Budget, to be published in April 2025. The intern will also assist in gathering and processing the information required for the Internal Revenue Service (IRS) Elective Pay forms submission, related to greenhouse gas emission reduction projects.


The undergraduate/graduate intern will learn about the City's budget process and expand the OMB ESR task force’s ability to evaluate budget decisions through this lens to achieve the goals of:

- Understanding the impacts of city investments on sustainability and resiliency
- Expanding tracking and reporting of sustainability and resiliency spending
- Assessing new sustainability and resiliency proposals to inform recommendations for internal stakeholders
- Increasing efficiency in the Elective Pay submission process


MINIMUM EXPERIENCE AND QUALIFICATIONS:

Candidates must be currently enrolled in an undergraduate or graduate degree program in an accredited college or university.

Preferred Skills:
- Excellent research and analytical skills.
- Ability to work effectively in multiple projects simultaneously.
- Ability to aggregate and synthesize information to create a clear and cohesive deliverable.
- Ability to communicate clearly in writing and verbally.
- Advanced Microsoft Excel skills.
- Interest in, and knowledge about, NYC climate change programmatic and policy efforts; educational or professional experience in this area is a plus.
- Interest in, and knowledge about, NYC government; educational or professional experience in this area is a plus.
- Ability to learn quickly, understand the perspectives of multiple stakeholders, and approach challenges with creativity and objectivity
- Works well with others in a team setting.


REQUIREMENTS:

Graduate interns must be currently enrolled in a graduate program. Candidates should have strong analytical, quantitative, research and communication skills. Additionally, candidates must be proficient in MS Word and Excel

Undergraduate interns must be currently enrolled in an accredited college or university. Strong analytical, research and communications skills are required. Candidates must have familiarity in MS Word and Excel

Compensation/Duration:

Graduate College Aide $19.50 per hour
Undergraduate College Aide $16.50 per hour

The internship will run during the fall and spring semesters of the 2024 to 2025 school year. The internship will be part-time, with a maximum of 17 hours per week when school is in session. The schedule will be worked out with the selected candidate based on availability. The work must be done during the regular workday, between 8:00 a.m. and 6:00 p.m. – no evenings or weekends.


Minimum Qualifications

For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
