THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF STAFF ANALYST*

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Family Permanency Services (FPS) works with ACS’ contracted foster care provider agencies and other key stakeholders to deliver services to achieve positive safety, well-being and permanency outcomes for children and families in the foster care system. The Division is also responsible for more than 80 contracts worth approximately $500m annually. ACS is implementing a new payment structure that recognizes the fixed costs necessary to maintain adequate staffing and infrastructure to deliver high quality services and outcomes for children and families. Monthly reimbursement will be based on an approved budgeted allocation.

The Contract Management Unit will provide oversight and support for all aspects of contract management on a portfolio of foster care and/or residential services contracts which include invoicing, budget review and approval, billing/payments, troubleshooting, communication, and contract evaluation.

Contract Analyst responsibilities include but are not limited to:

- Draft/edit and manage all comprehensive statistical and narrative reports, and develop data products, such as, Data Dashboards, advanced data query reports, visualizations, and interactive
graphics to present FPS data, to track and report outcomes for various audiences, using advanced data management, reporting and visualization systems such as Microsoft applications, SQL, R,
SAS and Tableau.

- Perform extensive data validation/quality assurance analysis with large datasets, information data processing, data scrubbing and statistical data adjustments. Analyze data results, identify
patterns and trends in data sets, and effectively reporting findings to both ACS and contract partners.

- Perform qualitative analysis in the evaluation of services which may include reviewing information from the Contract Management Unit to complete annual and ongoing reports

- Analyze performance indicators and other statistical data concerning the fiscal health of a program which includes invoice submissions, to identify program specific and systemic strengths and
weaknesses.

- Utilize data to create meaningful tools to ensure providers are held accountable to contract requirements.

- Develop and implement internal Quality Assurance methods to identify key variables and that inform future performance.

- Develop data informed assessments, recommendations and decisions that will inform future contracts/budgets.

- Monitor contract budget (including burn rate), analyze projected spending based on expected utilization, and identify and escalate any budget risks; maintain and generate critical information
needed to complete budget monitoring reports and tools; escalates concerns about risks to Contract Management Unit’s (CMU) leadership.

- Train Contract Managers and Contract Specialists in the proper use of tracking mechanisms, and invoice templates. Standardize data entry in tracking systems to better utilize them as reporting
tools.

- Manage and respond to inquiries and provide technical assistance to internal colleagues regarding data requests.

Minimum Qualifications

1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.


Preferred Skills

Critical to this position are strong analytical thinking, data analysis, data management and data visualization skills. The preferred candidate should have (1) strong programming skills in R,RStudio,RMarkdown,SQL and working with relational databases (2) proficiency programming in SAS,HTML,CSS,Python and/or Tableau (3) experience creating and maintaining databases,dashboards,tools,visualizations,and periodic statistic for stakeholder use using large administrative databases (4) background in child welfare policy and operations.(5) familiar with NYS child welfare and/or benefits administration systems of record (6) strong communication skills with ability to explain complex topics in simple terms.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
