THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

ACS’ Nicholas Scoppetta Children’s Center (NSCC) is a 24-hour shift-based operation providing services for New York City’s highly vulnerable population of abused and/or neglected children who have been removed from their parents/caregivers. On average, the Children’s Center serves approximately 2,500unique children entering or re-entering the foster care system as they await transition to return home, stay with kin, or placement in longer-term foster care settings. The Office of Pre-Placement Services within NSCC is responsible for providing safe and nurturing environment, for children and youth between the ages of 0-21 years of age. The Office of Pre-placement Services is a 24 hour a day 7-day program which is dedicated to ensuring that the children's social, emotional, medical, educational, and mental health needs are being met

The Clinical Manager provides direct supervision to onsite Child and Family Specialist (CFS) who assess each child’s social and emotional wellbeing. The Clinical Manager ensures trauma-informed assessments, short-term supportive counseling, service referrals and placement recommendations are provided to each young person entering NSCC. They provide the critical oversight needed to guide and support CFS in the creation and monitoring of the care plans for each child, meeting regularly with assigned children, preparing children for placement interviews, and attending/facilitate planning meetings.

The Clinical Manager will be responsible for performing the following duties but not limited to:

- Provide guidance and support to the CFS in the creation and monitoring of the care plans for each child, meeting regularly with assigned children, preparing children for placement interviews and attending discharge planning meetings, etc.

- Work collaboratively with childcare and placement staff to move children to appropriate placements by ensuring that all necessary documentation is completed timely and accurately

- Establish regular supervision with CFS staff to support, coach and model the shift in practice as we move toward an enhanced therapeutic milieu

- Work with staff on conference cases including facilitation of team groups, participating in daily rounds and other conferences as necessary

- Work with Commercially Sexually Exploited Children Consultants (CSEC) to ensure service needs are being met while following guidelines and mandates

- Facilitate conferences/meetings with NSCC team members, service providers, community members and other ACS staff when necessary

- Consult with professionals from different disciplines to facilitate a multi-disciplinary team approach of care within the NSCC

- Ensure safety, risk and permanency concerns are identified and addressed with service providers

- Serve as a program liaison to the ACS Field Office, Family Court Legal Services (FCLS) Foster Care, Mental Health and Community Based Providers regarding placement and behavioral concerns of the child.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
