THE DIVISION:
The Climate and Sustainability Planning team works to prepare the City for a changing climate and advance/cultivate initiatives to protect and enhance the natural environment. The division works to promote an active, accessible and resilient waterfront, and to advance climate ready, carbon neutral, and environmentally sustainable buildings, neighborhoods and residents. The Division works on planning, project review, and policy development in partnership with city, state, and federal agencies, neighborhood residents, and numerous stakeholders.

Role in the Agency
Climate change is one of the greatest challenges facing New York City. Climate and Sustainability Planning staff play an integral role in supporting the City’s climate change and sustainable building priorities. Staff work on:
- Preparation of the citywide plans to address the challenges the City faces, including the ten-year Comprehensive Waterfront Plan, and the city’s sustainability plans.
- Administering the Waterfront Revitalization Program, the city’s Coastal Zone Management program, through reviewing roughly 200 projects annually.
- Advising the Chair and the City Planning Commission on issues of climate and sustainability.
Near term work includes:
- Working with others in the agency to advance the Zoning for Zero Carbon proposal.
- Developing our understanding of emerging topics in climate, sustainability and waterfront planning
- Continuing to expand/improve waterfront public access
- Completing the building elevation study
- Coordinating on stormwater planning
- Coordinating with local, state, and federal agencies on coastal protection projects
- Administering the Waterfront Revitalization Program and coordinating with NYS DEC and Dept of State

THE ROLE:
The Department is seeking a Climate and Sustainability Planner to play a key role in a variety of projects and responsibilities within the division's work program. The successful applicant will have a strong understanding of climate and sustainability planning, waterfront and coastal resiliency planning, and the New York City Zoning Resolution, interest and skill in developing effective public-facing communication materials, and passion for New York City. The successful applicant will also demonstrate ability to work effectively in individual and collaborative settings and a track record of leadership in an academic, extracurricular, or professional environment, with experience applying independent judgment on complex issues. Finally, the successful applicant will have excellent communication and presentation skills and significant experience working with a diverse mix of stakeholders in both in-person and remote formats.

Under supervision, with some latitude for exercising independent judgment, the Climate and Sustainability Planner will:

- Research topics related to Climate and Sustainability
- Support the implementation the Comprehensive Waterfront Plan. This process will require significant coordination across the agency and other City government offices and effective engagement of communities and key stakeholder throughout NYC.
- Review, analyze, and make recommendations on applications to determine consistency with the NYC Waterfront Revitalization Program.
- Utilize specialized software including Adobe Creative Suite to create and organize graphic and written material for distribution on-line, on social media, and in-person.
- Represent DCP at meetings of civic, business, and community groups, community boards, elected officials and public agencies.
- Research, analyze, validate, correct, maintain and update geographic data files using related ESRI ArcGIS and related software.
- Help organize and lead discussions at public meetings.
- Develop and maintain a working knowledge of waterfront planning and policies, including City-led land use and zoning studies and community-led initiatives within the floodplain.
- As part of a team, plan, organize, and support studies, including research and data analysis.
- Perform other related tasks.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
