The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets. Reporting to the Chief of the Personnel Management Division (PMD), the Civilian Personnel Lead will assist the Chief of PMD in managing the personnel actions for the civilian workforce across the uniformed Bureaus.
The responsibilities will include but are not limited to:
- Lead all hiring, on-boarding, off-boarding for civilian workforce across the uniformed Bureaus.
- Prepare postings and coordinate/conduct interviews.
- Process Retirements and Separations.
- Ensure employee compliance of all departmental personnel policies and procedures.
- Maintain accurate monthly position ceiling reports.
- Prepare sick grants, advances, leaves of absence and other personnel actions for civilian employees in the Bureau of Cleaning and Collection.
- Coordinate with Payroll and other Bureaus for Pay, Time & Leave issues
- Liaise with HR on all communications and actionable requests.
- Recruiting, Interviewing, onboarding, and supporting Bureau civilian staff and completing all supporting documentation
- Track and ensure all employee’s FMLA, PFL, PPL, are processed and used according to leave policies.
- Works closely with the different unions, management, and the Labor Relations Unit for employment resolutions.
ASSISTANT TO THE COMMISSIONER - 04101
- Proficient with PMS, CHRMS and City Time. - Skilled in business writing and preparing official documents and memo - Demonstrated administrative and organizational management experience - Experienced interviewer and familiar with civil service hiring pool process - Strong oral & written communication skills - Strong analytical, research & organizational skills - Understanding of DSNY work rules, personnel & pay practices - Knowledge of Word processing, spread sheet, database - Microsoft Office (Word, Excel & Access)
