The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Finance Information Technology (FIT) Division provides support for all facets of DOF's computer systems, including infrastructure, network server, hardware, software, applications, and data security. FIT delivers the information and technology solutions that DOF needs to achieve its mission of collecting tax revenue and administering tax related programs for the City of New York.
FIT is currently seeking a Portfolio Manager to join our Citywide Payment Applications team. Reporting directly to the Senior Director, the ideal candidate will oversee and ensure the successful management and delivery of multiple technical projects. The selected candidate must have excellent organizational skills, a technical background and be able to work in a fast-paced environment as we are required to keep pace with the City's ever-expanding portfolio of services and transactions.
Duties and responsibilities will include, but are not limited to the following.
Key Responsibilities:
- Perform the planning, organizing, and controlling of a portfolio of projects and programs of the FIT CPA unit.
- Responsible for key communications of plans to Business Stakeholders and Senior Management.
- Create portfolio status reports from information provided by project personnel and modify schedules or plans as required.
- Interface with peers in business and technology teams for planning, requirements gathering and status reporting.
- Maintain familiarity with and enforce agency and citywide project standards.
- Perform risk assessments and implement mitigation plans.
- Assists in production support activities as needed.
Required Skills:
- Minimum of 3 years as a Technical Project Manager in the area of Software Development.
- Experience required with all phases of development processes and creation of project plans, requirement documents, testing plans and implementation plans.
- Excellent oral and written communications skills.
- Expert usage of Office tools such as Teams, Excel and PowerPoint and PM tools such as Project, Visio, and Quality Center (ALM).
- Strong production support experience with management of trouble-shooting and tuning processes, backup/recovery, monitoring and disaster recovery.
- Good experience with multi-server environments.
- Ability to share technical knowledge and clearly communicate technical concepts.
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
- Experience with Payments projects a strong plus. - Experience with NYC Government IT projects a strong plus. - Experience in Agile/Scrum methodologies including rapid prototyping, test driven development (TDD, BDD), continuous integration, etc. a strong plus. - Personnel management experiences a strong plus. - Relevant Certifications such as Agile and PMP a strong plus.
