NYC Parks is an award-winning city agency that designs, builds, and preserves public spaces for New Yorkers. NYC Parks cares for 14% of the land in New York City, diverse array of structures sits on these public spaces including recreation centers, sporting facilities, historic houses, pool facilities, nature centers, marinas and public restrooms. The Citywide Capital Team supports Parks Operations stewardship of our facilities in a state of good repair. The Citywide Capital Team also provides leadership within Parks Operations to improve our facilities through greenhouse gas emission reduction, ADA compliance, green infrastructure, improved equity, and other citywide initiatives.
The Citywide Facility Planner will report to the Citywide Capital Team Leader and will support facility planning for Parks Operations at NYC Parks (DPR). This will impact neighborhood growth, public health, and fun communities throughout the five boroughs of New York City.
Major Responsibilities
- Under general direction of the Team Leader, with very wide latitude for the exercise of independent judgment and initiative, perform responsible and complex work in planning, coordinating, and overseeing the development, implementation and ongoing project and initiatives for the Citywide Operations Capital Unit.
- Engage in or supervise the conduct of complex research, investigations, studies, and examinations related to energy reduction, state of goo repair and other programs that support the mission of Citywide Services and the Agency.
- Perform strategic analysis, risk management, and provide guidance to senior staff in support of agency decisions to citywide development initiatives.
- Review and analyze different data sources.
- Propose and implement measurement and verification methodology to ensure project performance.
- Perform data analysis which includes but is not limited to, lighting, mechanical systems, and conditions of Parks various facilities.
- Research, analyze, frame and document opportunities for new projects.
- Prepare master plans, strategic planning documents, high level maps and graphics for presentations and master planning documents.
- Help prepare applications for expense and capital funding through programs offered by DCAS, DEM or other funding sources.
- Oversee the development of the intern staffing plan, execute, and supervise interns to support the research efforts, evaluate data, maintain records, and manage the design execution and interpretations of the research.
- Support the development of new needs funding requests related to various capital projects based upon research and data analysis.
- Maintain detailed records and provide progress reports.
- Prepare briefing memoranda, project schedules, budget proposals, grant applications, correspondence, reports, and other related documents.
- Liaison with other City agencies such as DCAS, DEM, DEP and with “third party” organizations that provide programs and services through Parks, city agencies and organizations.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Understanding and interest in the parks, ecology, natural environment, and recreational facilities of New York City. 7. Valid NYS Driver’s License.
