HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.


Your Team:

The Office of Enforcement and Neighborhood Services (OENS) leads the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.

The Office of Enforcement of Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD).

Your Impact:

The Emergency Operations and Enhanced Enforcement Division is responsible for emergency repairs in privately-owned residential buildings and for monitoring vendor repair work in City-owned buildings. The primary goal of the division is to secure voluntary corrective action by the landlord, eliminating the need for direct City involvement.
Your Role:

Your role will be the Citywide Demolition Manager/Supervisor of Mechanical Installations & Maintenance L4 for the Emergency Operations and Enhanced Enforcement Division (EOD). The selected candidate duties will also include, but will not be limited to the following:



Your Responsibilities:
- Ensuring that HPD managed NYC Department of Buildings Emergency Declarations are immediately and appropriately responded to, ensuring quick and complete emergency response from inception to completion.
- Directly managing technical staff responsible for developing work scopes and cost estimates including but not limited to demolition, structural stabilization, sidewalk sheds, retaining wall stabilizations, and monitoring subsequent HPD contracted work in City and privately-owned buildings.
- Managing and assisting with the workload of the Technical Emergency Supervisor / Coordinator, the Admin Supervisor, and Invoicing staff
- Ensuring that the staff adheres to Agency policies and procedures.
- Ensuring contracted vendors maintain compliance with all applicable Building and Administrative codes and regulations
- Ensuring that all actions taken by HPD are accurately documented with details entered into HPD Info, and the HPD/DOB IEDA Tracking System.
- Reviewing and approving technical scopes and estimates to ensure adherence to all laws and regulations, and consistent standards within the unit.
- Ensuring that all work orders and contracts are addressed and written appropriately and timely from receipt of DOB Emergency Declaration to approval/closure.
- Ensuring that staff is properly trained and maintain relevant licenses and certificates.
- Evaluating the performance of contractors and ensure compliance with scopes and specifications, deadlines, filing requirements, and regulations.
- Reviewing change order requests and payment clearance packages, securing necessary supporting documentation for same, and working with the agency’s engineering audit group to gain required approvals.
- Representing the unit at meetings; coordinate work with other government agencies as necessary.
- Responding to inquiries from the public, other government agencies, and elected officials.
- When required, verify filings processing, submissions and permits with DOB, DEP, DOT and other associated agencies.
Preferred Skills:
- Background involving Structural: Assessment, design, repairs, modifications, installations, or demolition.
- Involvement with expediting and/or obtaining DOB or DEP permits
- Knowledge with Asbestos Regulations – DEP Title 15, Chapter 1 / Industrial Code Rule 56
- Construction/Demolition project management
- Managerial background

Minimum Qualifications

A four-year high school diploma or its educational equivalent, and one of the following:

1. Four years of full-time satisfactory experience in the installation, repair and/or inspection of mechanical equipment in the areas of heating, ventilation, air conditioning, elevators, and/or plumbing in buildings, facilities, structures and grounds, at least two years of which must have been experience in a building or facility of at least 100,000 square feet or a number of buildings of at least 3 stories each, adding up to a total of at least 100,000 square feet; or
2. A satisfactory combination of education and experience that is equivalent to the four years of experience required in "1" above. College education leading to a baccalaureate degree in engineering or engineering technology may be substituted for the required experience in "1" above on the basis of 5 semester credits for two months of experience. However, to qualify candidates must have at least two years of the required experience as described in "1" above in a building or facility of at least 100,000 square feet or a number of buildings of at least 3 stories each, adding up to a total of at least 100,000 square feet.
