NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Tax Audit and Enforcement Division is charged with the audit of all business and excise taxes administered by New York City. The division conducts audits related to personal, sales, and use taxes. Its Enforcement Unit conducts audits of taxpayers who are potentially evading compliance with City tax laws and rules. City tax auditors conduct audits of selected audit candidates with a goal of determining the appropriate tax liability of each taxpayer and applying NYC rules and laws in accordance with the City’s policies and procedures.

The Tax Audit & Enforcement Division - Non-Field Audit Unit has an excellent promotional opportunity available for Level 2 City Tax Auditors to advance to Level 3 responsibilities in the Office of Tax Audit. City Tax Auditors, Level 3 conduct independent examinations of tax returns of the largest and most complex business organizations. Such work may include a combination of an inventory of a large volume of difficult cases; audits of the largest, most complex, diversified business organizations and/or individuals; review of such completed audits; and/or performing difficult audit work involving multiple tax types and multiple audit functions.

Duties and responsibilities include, but are not limited to, the following:

- Reviewing voluntary disclosure program applications, make recommendations for the terms of voluntary disclosure agreements and draft agreement documents.
- Performing audits of Non-Filer Federal /State Changes.
- Filing Bankruptcy claims.
- Serving as Project Leader for special projects related to audit trends and new initiatives.
- Assist with research, development and implementation of Standard Audit Practices and Audit Policies and Procedures.
- Reviewing audit cases completed by auditors to ensure that they are in full compliance with the City's tax laws, regulations and policy and procedures.
- Conducting independent research to identify new audit issues and new audit techniques.
- Prepare written documentation and materials and develop and conduct audit training programs related to such new issues and techniques. May make presentations of new and improved audit issues and techniques at Continuing Professional Education programs.


Minimum Qualifications

1. A baccalaureate degree from an accredited college or university , including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting; or

2. An associate degree or 60 semester credits from an accredited college or university, including or supplemented by 24 semester credits in accounting, with at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting, and two years of full-time satisfactory tax-related auditing or tax accounting experience; or

3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and 24 semester credits in accounting from an accredited college, including at least one course each in auditing, U.S. taxation, advanced accounting, and cost accounting, and four years of full-time satisfactory tax related auditing or tax accounting experience; or

4. A satisfactory combination of education and/or experience which is equivalent to "1", "2" or "3" above. Experience may be substituted for college education on the basis of one year of experience for each 30 semester credits. However, all candidates must have at least a four-year high school diploma or its educational equivalent and 24 semester credits in accounting, including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting.

SPECIAL NOTE:
To be eligible for placement in Assignment Level II, individuals must have, in addition to meeting the minimum requirements, either one year of full-time satisfactory experience in Assignment Level I, or two years of full-time satisfactory tax-related auditing or tax accounting experience.

To be eligible for placement in Assignment Level III, individuals must have, in addition to meeting the minimum requirements, either two years of full-time satisfactory experience in Assignment Level II, or three years of full-time satisfactory tax-related auditing or tax accounting experience.

To be eligible for placement in Assignment Level IV, individuals must have, in addition to meeting the minimum requirements, either one year of full-time satisfactory experience in Assignment Level III, or four years of full-time satisfactory tax-related auditing or tax accounting experience.


Preferred Skills

- At least 3 years of tax auditing experience, including at least 2 years as a City Tax Auditor Level 2 in the Department of Finance. - At least 3 years of tax auditing experience in multiple tax types and at least two (2) Non Field functions including Correspondence Audits, Federal State Changes, Voluntary Disclosure cases and Bankruptcy Claims. - Excellent verbal and written communication skills. - Proficiency with BTS, Fairtax and PASS systems as well as MS Word and Excel.
