The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Professional Standards Bureau (CPS), Risk Analytics Unit develops and implements analytic initiatives to identify operations deficiencies and minimize risk to the Department; provides research and analytic support to CPS; develops and manages scientific research/evaluation and quality management projects; and supports CPS functions by providing guidance regarding methods of scientific research data collection, analysis, accuracy, and availability.

The Rish Analytics Unit is responsible for supporting the Professional Standards Bureau and leadership by conducting audits, data analysis, program reporting, program evaluation, surveillance, needs assessment research, ad-hoc analysis, and by playing a central role in the development and management of data collection systems.

Duties of this position include but are not limited to:
- Work with program staff to identify business needs and translate into specific and measurable program metrics for operational and performance management.
- Manage the processing, cleaning, and preparation of data for analysis; document data management procedures (e.g. data dictionaries, business rules); monitor data quality; identify issues, and work with program staff to resolve.
- Lead the development of metrics to support process improvement.
- Lead the design and analysis of data to support planning for new initiatives, evaluate program outcomes, and improve quality of services.
- Prepare reports and presentations of program performance data graphs/service trends; Clearly communicate (oral and written) results of analysis to program staff/leadership and other non-technical audiences.
- Oversee projects or research studies conducted by the Department's Risk Analytics Unit.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Knowledge and experience with SAS, R, SPSS (or comparable analytic software package) and substantial experience working with relational databases and producing data reports experience with SQL query language is desirable - The successful candidate will have 3+ years full-time experience processing, cleaning, manipulating, and analyzing large program, or administrative datasets using statistical software such as SAS, SQL, or R - Experience with Power BI or similar data visualization tools preferred - The individual will possess project management skills as well as an ability to easily adapt to multiple program and/or functional areas - Self-starter with ability to follow-up effectively and manage multiple priorities - The candidate will have excellent written and oral communication skills, and experience with scientific writing - Competency in the use of Microsoft Word, Excel, and PowerPoint is required
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
