The Civilian Complaint Statistical Unit is a newly established sub-unit of the Enterprise Risk Management Division. The unit will perform a timely statistical analyses of all available civilian complaint data and related information to identify potential areas for risk mitigation at the individual, command and citywide levels. The unit will research, create, and implement after action policy and plans designed to address identified deficiencies and prevent recurrence. Additionally, the unit will conduct a robust and holistic review of a members' civilian complaint history to assess promotion and assignment eligibility.
The selected City Research Scientists, Level II will be responsible for the following, including but not limited to:
-Develop statistical analyses that contribute to negative police interactions/behaviors that result in civilian complaints, utilizing social science methodologies such as analysis of existing data, comparative research, evaluative research, survey/field and case study research. In particular, an in-depth evaluation that leads to the identification and development of a standardized model utilized to ascertain preventative measures and means of mitigation available to the Department for the reduction of civilian complaints.
- Application of quantitative analysis and data mining ,design solutions/manipulate existing tools to produce actionable answers, maintain detailed metrics to track progress and drive policy and program decisions, review of Body Worn Camera/TRI Reports/Stop Reports and applicable documents, preparation of results and regular report/presentation.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred skills include: Experience cleansing and preparing data, analyzing and exploring data, statistical knowledge, Data visualization skills, report/dashboard knowledge (e.g. Power BI), excellent communication and writing skills. Experience with Excel, SQL/SAS.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
