The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to hire a City Research Scientist III for a position in East of Hudson Early Warning & Remote Monitoring group located at the Catskill Delaware Ultraviolet Facility in Valhalla, New York. The East of Hudson Early Warning & Remote Monitoring (EWRM) group operates and maintains continuous monitoring, water quality instrumentation in Westchester and Putnam Counties, as well as in the Catskill and Delaware districts west of the Hudson River. This critical instrumentation is located at numerous locations in aqueduct shaft buildings, underground vaults, and other industrial facilities. The data is used for compliance monitoring, process control, trend analysis, and event detection. The EWRM group ensures continuous operation of the instrumentation through a program of rigorous preventive maintenance, prompt corrective maintenance, and strict compliance to standard procedures and quality control.
Under general direction, of the Section Chief of EWRM, the City Research Scientist III will assist the Section Chief in administrative functions of the group and to ensure water quality instrumentation operates continuously, with accuracy and precision, following a quality assurance program for preventative maintenance, corrective maintenance, system updates, record keeping, and data management. Specific duties include:
- Assisting the Section Supervisor in planning and directing technical & administrative operations of the unit.
- Coordinating the evaluation of existing methods & business processes used by the Section, researching alternative methods, procedures, and processes, and making recommendations.
- Overseeing quality control procedures according to Watershed Water Quality Operations and applicable regulatory protocols and maintain accurate records of quality control data.
- Leading coordination efforts with Operations unit and contractors.
- Displaying acceptable work habits.
- Assuming the role of Acting Section Chief during any absence of the Section Chief.
- Promoting a workplace free from safety hazards.
License Requirement
Must possess a motor vehicle driver license valid in the State of New York. This license must be maintained for the duration of employment.

Preferred Skills:
- Strong working knowledge of Microsoft Office Suite including Outlook, Word, Excel, PowerPoint, SharePoint and Teams
- Familiarity with Adobe
- Familiarity with Statistical analysis software (R, PowerBI)
- Familiarity with Laboratory Information Management Systems (LIMS) or similar SQL database
- Working knowledge of planning and overseeing technical and administrative operations of water quality monitoring systems and instrumentation
- Working knowledge of environmental testing methods and laboratory procedures for water quality analysis
- Working knowledge of mathematics for instrument calibration, quality control statistics, and conversion calculations
- Working knowledge of principles underlying the theory and use of scientific instruments
- Working knowledge of principles underlying the theory and use of chemistry and physics
- Working knowledge of water quality instrument fault diagnostic techniques and procedures
- Working knowledge of principles of electrical and electronic theory and practice as applied to water quality process instrumentation and control equipment
- Working knowledge of methods, practices, and equipment used in operating and maintaining water quality instrumentation and equipment
- Established experience in technical and administrative operations of water quality monitoring systems and instrumentation
- Established experience in research and implementation of emerging water quality monitoring technologies
- Established experience in developing standard operating procedures for operation and maintenance of both continuous monitoring and laboratory water quality systems and instrumentation
- Established experience in scientific review and reporting of water quality data for quality control and regulatory purposes

Hours & Shift:
35 hours per week. May require emergency response at all hours of the day or night.

Valhalla is a hamlet in the Town of Mount Pleasant, Westchester County, New York approximately 30 miles north of New York City.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
