The New York City Housing Authority (NYCHA) mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 10,600 employees who manage and maintain 326 developments that house over 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.

NYCHA’s Asset & Capital Management (A&CM) Division integrates and aligns the Authority’s existing development, modernization, and asset management work being carried out by the Real Estate Development, Capital Projects, and Comprehensive Modernization departments. This includes a $4.5 billion capital program – one of the largest in NY State – as well as a historic real estate transaction portfolio. The A&CM Division delivers comprehensive repairs to NYCHA buildings and apartments through innovative financing models, strong partnership with residents and other stakeholders, strategic, data-driven portfolio planning, and cost-effective project delivery and management. The Division also positions NYCHA’s housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents’ quality of life while enhancing building performance and management systems.

Job Summary:
The Sustainability team is tasked with, among other things, overseeing NYCHA’s commitment to meeting its greenhouse gas reduction targets set forth in Local Law 97 of 2019.

The Environmental Planning Unit of the Sustainability Vertical is seeking a proficient City Planning Technician to join our team and assist in preparing, maintaining, and updating environmental planning and review files and records. Under the direct supervision of the Senior Environmental Planner, with limited latitude for independent initiative and judgment, the ideal candidate should be proficient in utilizing computer systems to enter, access, and verify data related to the Sustainability Vertical and have some experience and familiarity with New York City zoning and land use regulations. The position will focus on ensuring environmental review completeness and compliance with the City Environmental Quality Review (CEQR), the State Environmental Quality Review Act (SEQRA), and the National Environmental Policy Act (NEPA) prepared by other A&CM Departments.

This is an exciting opportunity to shape meaningful investments in NYCHA’s portfolio that not only address the physical needs of buildings and apartments but also enhance resident environmental, health and safety living conditions as well as access to opportunity.

Responsibilities include, but are not limited to the following:

- Perform basic research, analysis, and planning activities in the field of city planning.
- Assist with onboarding other environmental professional services as needed.
- Consult and coordinate with local, state, and federal regulatory agencies.
- Schedule meetings for inter-agency environmental collaborations.
- Assist with the preparation of oral and written reports using statistics, charts, and abstract materials.
- Assist with research, compiling, and analyzing information from maps, reports, and investigation for use in performance operational planning studies.
- Assist with the preparation, maintenance and updating of files and records.
- Assist with procurement, like issuing requests for proposals.
- Coordinate between officials, residents, stakeholders, and colleagues, as well as NYC, NY State, and Federal agencies involved in the development of affordable housing.
- Assist with the administration, development, and review of the CEQR, SEQRA, and NEPA processes.

NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of City Planning Technician to be considered.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university.

2. An associate degree from an accredited college or completion of two (2) years of study (60 credits) at an accredited college and two (2) years of full-time experience performing analysis and interpretation of data, or conducting research relative to planning issues, or providing planning services for a community or other organization;

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have completed at least 60 college credits.


Preferred Skills

1. Ability to communicate clearly, especially excellent writing skills. 2. Ability to prioritize, multi-task and meet deadlines. 3. Strong organizational skills. 4. Proficiency in Microsoft Office. 5. Knowledge of data analytics and data visualization.
