The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

ACS’ Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to bring knowledge to practice. PPM guides systems analysis and strategic systems improvement; assures quality of practice at ACS and its provider agencies; professionalizes the front-line workforce; brings knowledge into practice; provides research and analytic support; and plans and develops new programs and policies.

Within PPM, the Office of Research and Analytics (ORA) produces data, reports and analysis for the agency, as well as for other agencies, the public, and elected officials. ORA's ChildStat Data Unit partners with ACS' Division of Child Protection to support ChildStat a management accountability and quality-improvement framework that pairs aggregate data analysis with case discussion to improve outcomes for children and families. ChildStat produces actionable insights using trend analysis, spatial mapping, race-equity analysis, and mandated-reporter analytics to strengthen data-driven decision making across child protection operations.

PPM is seeking 2 highly motivated and detail-oriented ChildStat Graduate Interns to join our team.

As a ChildStat Graduate Intern, you will support the ChildStat Data Team within the Office of Research and Analytics with developing a reporter-analysis tool and dashboards to analyze high-volume reporters in efforts to understand who is making frequent child protection reports. This internship offers an excellent opportunity to work as a member of a team to improve data quality, identify priority sites, strengthen inter-agency cooperation, and identify alternative pathways to support children and families and reduce unnecessary involvement with the child welfare system.

Key Responsibilities:

- Partner with ChildStat Team to develop a reporter-analysis tool to support cross-system collaboration, including data from schools, hospitals, shelters, and service providers

- Contribute to strengthening inter-agency cooperation by providing data to identify alternative pathways to support children and families, and reduce unnecessary involvement with the child welfare system

- Provide structured geo-spatial data to enable front-line staff to follow-up with specific institutions, and other social service providers about their understanding of what constitutes a valid New York State Central Register or Abuse and Neglect report

- Utilize geo-coding techniques to enabling precise spatial identification

- Compile comprehensive base reference files for each agency, addressing data availability via ingestion methods (APIs, bulk downloads, scheduled feeds, web scraping/headless browsers, and ETL pipelines) and supporting infrastructure (cloud storage and data warehouses)

- Conduct in-depth Exploratory Data Analysis (EDA) In-depth exploratory data analysis

- Implement Pattern Identification by utilizing both regular expression (regex) expressions in Python and Natural Language Processing (NLP) techniques, distinctive patterns within the text were identified

Learning Outcomes:

- Gain hands-on experience in building a reporter-analysis tool and dashboards to inform business decisions in a government organization

- Enhance abilities in using data to collaborate with Child Protective Specialists to identify alternative pathways to support children and families, and reduce unnecessary involvement with the child welfare system

- Strengthen skills in coordinating and executing organizational tasks in a professional setting
