Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $95,000.00-$105,000.00.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

ACS' Nicholas Scoppetta Children’s Center (NSCC) is a 24-hour shift-based operation providing services for New York City’s highly vulnerable population of abused and/or neglected children who have been removed from their parents/caregivers. On average, the Children’s Center serves approximately 2,500 unique children entering or re-entering the foster care system as they await transition to return home, stay with kin, or placement in longer-term foster care settings. The Intake Unit is responsible for ensuring that children arriving at the Children’s Center are received and oriented in a welcoming/warm manner and they are logged into the system.

The Childcare Manager leads a team who works closely with key stakeholders across multiple divisions to provide direct care during their temporary residency at the NSCC and supports the transition of the children and youth entering or re-entering foster care to placement in kinship or foster care settings. The Childcare Manager will report directly to the Senior Director for Operations and performs the tasks of the administrator on duty to lead and direct staff with health and safety at the forefront in compliance with operational guidelines and provides oversight of the daily residential functions within NSCC including the intake process to support trauma informed and welcoming introduction for each child arriving at the Children Center and throughout their stay until their transition to placement.

The Childcare Manager responsibilities will include but are not limited to:

- Manage the daily operation and functions of Child Welfare staff as it relates to intake, safety, placement and stability.

- Oversight of daily residential functions within the center.

- Oversight of the intake process and assure that youth intake is trauma informed.

- Support the development of a trauma-informed therapeutic milieu at the NSCC.

- Assure that all operational guidelines are adhered to and prepare daily reports.

- Ensure qualitative assessments address the safety as well as the child’s needs and recommendation for placement.

- Collaborate with multidisciplinary teams inclusive of medical doctors, nurses, education specialists, social workers, mental health team, case planner, Safe Horizon consultants, credible messengers, youth advocates and other staff supporting the milieu.

- Implement strength-based guidelines and procedures which will be used to assess and aid in the delivery of services.

- Effectively communicate the program standards as well provide feedback and supervision to staff in both oral and written format.

- Assist with developing and maintaining consistent data tracking systems for sharing, documentation and performance indicators.

- Implement long range goals consistent with program and agency objectives, priorities and schedules.

- Attend inter/intra-agency meeting to share information and to inform in the development and maintenance of policies and procedures.

Special Note:

- This position requires the incumbent to work various shifts which may include evenings, overnights, weekends and holidays.

Minimum Qualifications

1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or

2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or

3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.
