The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

ACS’ Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the Agency in accordance with City, State and Federal oversight guidelines. DFS staff work collaboratively to manage the ACS budget, submit monthly revenue claims, process payments to provider agencies/vendors, monitor the financial health of provider agencies via reviews/audits, maintain ACS bank accounts, deliver centralized oversight of ACS Child Welfare financial eligibility, and oversee data maintenance for financial systems of record.

Within DFS, the Claiming & Revenue Accounting Department is responsible for submitting $2 billion in annual claims for Federal and State reimbursement, and ensuring ACS’ compliance with Federal, State, and City financial regulations. The Claiming Unit ensures all ACS expenditures, including those for foster care, subsidized childcare, preventive independent living services, and administration are claimed to the State and Federal governments so that ACS can receive revenue reimbursement. Claiming must be done in a timely and accurate manner according to oversight guidelines, including ensuring child-specific claims are properly researched in terms of funding stream eligibility.

DFS Childcare Claims is seeking a Childcare Claims Analyst who will report to the Childcare Claims Supervisor and will be responsible for assisting with preparing and submitting claims for Federal and State reimbursement on a monthly and quarterly basis. This includes all subsidized childcare services provided by ACS, as well as the City’s NYC Public Schools, and the Department of Social Services. The Analyst will be responsible for the preparation of monthly childcare claims, including downloading monthly Automated Child Care Information System (ACCIS) reports, reviewing ACCIS data on a comprehensive level as part of a quality review before claim preparation, putting together claim data in a cohesive and organized manner using pivot tables, distributing claim backup data and summary reports to supervisors and managers, and entering the actual claim into the State claiming system using monthly claim data.

The duties and responsibilities of the Childcare Claims Analyst will include, but will not be limited to:

- Conduct child-specific research utilizing ACCIS spreadsheets and monthly reports, listing child welfare services by child

- Where questions arise, access databases to establish claiming eligibility for children coded as Title XX, Child Welfare, and Foster care claim categories in childcare

- Prepare childcare claim charts and analyses for the purposes of revenue projections and reporting to management and other agencies overseeing childcare (e.g. Department of Social Services), and the State

- Represent the Childcare Claiming Supervisor, Claiming Director, and other managers at various strategy meetings, especially regarding ACCIS, new revenue initiatives and federal and state claiming directives

- Communicate with and respond to audit inquiries and agency staff regarding proper claiming processes and backup information, as needed

Minimum Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
