The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

The Child Welfare-Special Initiative Support Analyst for the SSPS/BICS payment units is responsible for the review of monthly payments for 90 foster care, NSP and LSP contracts.

Typical duties include but are not limited to:

- Work cross divisionally within ACS to ensure payroll processing is submitted within timeframes and monthly recurring and single-issue payments are made without delay
- Responsible for records management, including workflow processing and coordination as well as running reports, modifying existing reports and responding to ad-hoc queries as appropriate
-These programs are complex and require expedient processing of invoicing. Staff work closely with contracted providers and internally in ACS with team leaders across Divisions
- Prepare daily lists of Invoices received and paid in the IL/PYA and Fair Futures programs
- Log all invoices received in the IL/PYA, Fair Futures, MST-FIT, TD Supports, Discharge Grants and College Choice mailboxes
- Maintains Budget/Payments Encumbrance Sheet
- Ad hoc reporting based on FMS data pulls as needed (InfoAdvantage)
- Serve as administrator of CUNY Dorm (College Choice) database
- Maintain databases for the manual processing of payments that are processed outside of BICS, HHS AF and PASSPort
- Interact as needed with Family Permanency Services (FPS) units to facilitate the submission of Invoices:
- Receive Payment Authorization memos for above listed programs
- Print and submit completed invoices for payment processing


Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
