The Commission on Human Rights (the Commission) is the agency charged with enforcing the New York City Human Rights Law (NYCHRL) – one of the most expansive civil rights laws in the nation. Through its Law Enforcement Bureau (LEB), the Commission accepts claims filed by the public, and has the power to initiate its own investigations to affirmatively root out discrimination, harassment, retaliation and other violations of the NYCHRL.
The Commission’s Community Relations Bureau (CRB) is empowered to take action against prejudice, intolerance, bigotry, discrimination and bias-related violence or harassment through education, trainings, outreach efforts, and other mechanisms aimed at creating partnerships and relationships with stakeholders in the community. Both bureaus collaborate closely to work towards the shared goal of fostering mutual understanding and respect among all New Yorkers and encouraging equality of treatment throughout the City.
The Chief Technology Officer under the direction of the Deputy Commissioner of Administrative Services with wide latitude for the exercise of independent action and decision-making will directly oversee the implementation and integration of new computer systems, oversee all hardware and software support, ensure robust cybersecurity posture, and provide guidance and counsel on technology initiatives. Additionally, the CTO will guide the application development team in the design and implementation of new applications to promote transparency within City government and will serve as the primary liaison to the Office of Technology and Innovation and Cyber Command:
The CTO responsibilities will include, but not be limited to:
Plan the agency-wide technology strategy, and roadmap in alignment with the agency’s digital business strategy.
Responsible for the day-to-day IT Operations and security of all IT assets of the agency.
Manage a staff of application developers, computer support staff, Cyber Security Analyst, and Software analyst.
Provide direction and support for continuous upgrades of the agency technology infrastructure (network, desktop, server, software, application, and telecommunications) to promote agency’s enterprise initiatives.
Lead the assessment of which technologies to invest in and procure, by building the business cases that justify those decisions, to drive technology innovation.
Manage the Commission’s inventory of and acquisition of hardware and software, including scheduling, budgeting, and long-term planning for maintaining adequate inventory.
Ensure compliance with Citywide and agency information security policies and serve as the key liaison to OTI/Cyber.
Translating the IT strategic vision into an aggressive, but achievable implementation plan.
Determine the needs of the agency with respect to acquisition of new case tracking databases and document management systems and supervising the development and roll-out of new systems in collaboration with staff and vendors.
Developing, reviewing, and certifying back up and disaster recovery procedures and plans
Liaison between the agency development team and the technology teams at other City agencies regarding process, architecture, and implementation of applications, including facilitating direct communication among agency technical teams in order to leverage city-wide services.
1. Six (6) years of progressively responsible full-time paid experience supervising or administering computer operations involving a large-scale mainframe, network, or multi-tier computer environment at least 18 months of which shall have been in an administrative, managerial or executive capacity.
2. A baccalaureate degree from an accredited college or university may be substituted for a maximum of two (2) years of general experience described above. In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of general experience described above on the basis of 30 semester credits for six (6) months of experience.
3. A master’s degree in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration or Management of Administration may be substituted for a maximum of one (1) year of general experience described above. In the absence of a master's degree, graduate credits in Computer Science, Computer Engineering, Electrical Engineering, Business Administration, Public Administration or Management of Administration may be substituted for a maximum of one (1) year of the general experience on the basis of 30 graduate semester credits for one (1) year of experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, or executive capacity.
At least 10 years of IT work experience, with at least five years of leadership responsibility in managing multiple large cross-functional teams or projects and influencing senior-level management and key stakeholders. Strong leadership skills and the ability to work effectively with business managers, IT engineering, and IT operations staff. Excellent verbal, written and interpersonal skills and strong budget, financial and resource management skills. Familiarity with City technology guidelines and industry best practices. Extensive experience with technology including but not limited to -Windows Operating Environment -Windows Server, MS SharePoint, and MS SQL -ASP or .NET application development -Wireless/mobile, voice and data network technologies -Data Security Experience developing and maintaining IT policies, procedures, standards, and guidelines. Experience with capacity planning, risk assessment, business continuity and disaster recovery and the design and deployment of fault tolerant resilient systems and robust database architectures. Familiarity with design, development, deployment, and support of data warehouses. Strong knowledge of current and emerging technologies, technology directions and strategic application to business needs.
