The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.

MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.

The Chief Technology Officer (CTO) reports directly to the MOCS Director and is responsible for overseeing all aspects of MOCS applications and data services and for working with executive management to define, implement, and support the overall technology strategy for the agency. The CTO must be an experienced, customer-oriented executive able to empower MOCS in realizing its mission through the development, integration, support and maintenance of the technology on which it relies.

The CTO leads all areas influencing the design, implementation, and support of all software applications and will manage teams of staff and consultants to implement customer-centric, cost-effective, and extensible systems that align with the agency’s vision. Two examples are (1) the solution implementation of the City of New York’s Procurement and Strategic Sourcing Portal (PASSPort) a comprehensive e-sourcing and e-procurement system that is hosted in a cloud-based, software as a service (“SaaS”) environment and (2) the large-scale implementation of a procurement data warehouse and business intelligence solution in a cloud-based infrastructure among other projects and applications.

Responsibilities include, but are not limited to:
- Set and execute digital strategies to improve customer engagement and optimize operations to support MOCS’ mission;
- Regularly work with Agency Executives, Commissioners, Deputy Commissioners, partners, system integrator, and vendor community to converge on major decisions that influence the strategic direction of the organization, business processes, and systems that pertain to the City’s contracting and procurement process;
- Lead in identifying, designing, and implementing technology and business solutions, from integration solutions to functional design;
- Identify design conflicts that impede performance, contribute to error, reduce interoperability, or increase cost and work with subject matter experts to engineer solutions;
- Lead in areas of design, development, product management, data management, data architecture, data security and security of applications and/or operations of complex technology environments (programs, applications, systems, and/or infrastructure), where needed;
- Demonstrate extensive knowledge and a proven record of success in managing all aspects of projects including the identification of business requirements, functional design, process design (including scenario design, flow mapping), prototyping, release management, testing, reporting and analytics, program quality assurance, performance and risk management, application architecture and security;
- Lead agency wide data governance and oversight, including modernization of the agency’s current data infrastructure, data collection tools and data analytics capacity;
- Work closely with stakeholders, key decision makers and staff to leverage best practices, to apply human/user-centered design principles, and to promote innovative methods and new technological approaches wherever possible:
- Oversee cloud-based Platform as a service (PaaS), SaaS, and Infrastructure as a service (IaaS) architecture and stay current on latest technology trends, especially as they pertain to procurement and contracting;
- Review project processes, validation practices, and business rules for completeness and scalability; and
- Manage teams who oversee special projects and initiatives as required


Minimum Qualifications

1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in “2” above; or
4. A satisfactory equivalent combination of education and experience.


Preferred Skills

- Extensive leadership experience directing teams of technical staff, as well as experience scoping and implementing cross-division projects and initiatives - Extensive project management experience with practical experience in product development and application of user-research, design-thinking and agile methodologies - Demonstrated experience in policy research, city government, contracting and procurement - Familiarity with New York City’s Enterprise Resource Planning (ERP) and ERP-like architecture and systems (i.e., Financial Management System (FMS), PASSPort, VENDEX, HHS Accelerator, Omnibus Automated Image Storage and Information System (OAISIS)) - Well versed in technical aspects of analytics, data science and statistical methodologies, data management, analytical and data visualization software tools and coding languages
