The NYC Department of Buildings (DOB) promotes the safety of all people that build, work, and live in New York City by regulating the lawful use of over one million buildings and construction sites across the five boroughs. With a focus on safety, service, and integrity, the Department enforces the City’s Construction Codes, Zoning Resolution, and the New York State Multiple Dwelling Law.


The Chief Technology Officer (CTO) will oversee the Department of Buildings’ full portfolio of technology projects, programs, and initiatives in addition to managing a team of IT staff and consultants.

Under direction of the Deputy Commissioner, Operations, with full latitude for the exercise of independent initiative and judgment, the CTO oversees the Information Technology division of the Department of Buildings:
- Oversee solutions delivery and support, infrastructure support and security, and service management for the Agency as related to information technology
- Provide guidance and counsel to executive-level and other Agency staff on new technology initiatives, including recommending appropriate action and resources
- Oversee the management and implementation of a Continuation of Operations Plan (COOP) in response to emergencies and system outages
- Establish and direct the strategic and tactical goals, policies, and procedures for IT and ensure adherence to regulations and guidelines for technological systems and safeguarding of information technology and information resources
- Serve as primary liaison with the NYC Office of Technology and Innovation (OTI) on all information technology issues including infrastructure, telecommunications, software, and Citywide systems


Minimum Qualifications

The civil service title:
1. A baccalaureate degree from an accredited college and four years of satisfactory fulltime experience in change management, organizational strategy, project management, or a related field, at least one year of which must have been in a managerial, administrative, consultative, or supervisory capacity; or
2. Education and/or experience equivalent to “1” above. All candidates must have at least one year of experience in a managerial, administrative, consultative, or supervisory capacity.

This position:
1. A baccalaureate degree from an accredited college or university and four years of satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising personnel performing information technology duties as described above; or
2. A combination of education and/or experience equivalent to “1” above. However, all candidates must have the 18 months of administrative, managerial, executive, or supervisory experience as described in “1” above.


Preferred Skills

- Excellent analytical, communication and leadership skills self-directed problem solver. - Demonstrated experience conceiving and managing large scale and wide-ranging technology projects and teams. - Knowledge of and experience with application development and internet technologies. - Knowledge of and experience with full software development lifecycle. - Demonstrated experience in project management and/or IT management in a fast-paced environment. - Experience managing all aspects of technology including hardware, software, databases, networks etc.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
