Job Description
NYC DOT is seeking a Chief Strategy Officer (CSO), reporting directly to the Commissioner. The selected candidate will oversee policy, innovation, strategic planning, and related functions for the agency, and will work closely with the Commissioner and leadership team to establish the overall strategic vision and direction for DOT. This individual will be responsible for working across the agency to develop and ensure implementation of the agency’s core objectives and values, including but not limited to safety, accessibility, equity, sustainability, and state of good repair; act as a key advisor to Commissioner on transportation industry best practices, the policy and stakeholder landscape, and areas of opportunity for DOT to adopt new practices or improve the way it does business. This individual will spearhead all strategic planning efforts, and liaison with City Hall and other entities on interagency and external programs. Along with the Chief of Staff, the selected candidate will lead the execution of the Commissioner’s vision, translating policy to actionable operational goals and milestones across functions and divisions, driving results and measuring outcomes through data and key performance metrics.
DEPUTY COMMISSIONER (TRANSPORT - 95903
A master's degree from an accredited college in public policy, public administration, urban planning, urban studies or a closely related field, and ten years of satisfactory full-time professional experience in one or a combination of the following: economic development, urban planning, organizational strategy, transportation planning, public infrastructure or related field. 4 years of this experience must have been in an executive, managerial, administrative or supervisory capacity; or 2. A baccalaureate degree from an accredited college and 12 years of professional experience in the areas described in "1" above, including the 5 years of executive, managerial, administrative or supervisory experience, as described above.
Extensive problem-solving skills, ability to identify issues, craft recommendations and execute solutions. Superior time management skills, ability to tightly manage the timeline of agency and mayoral strategic initiatives. Adept at identifying and prioritizing projects and municipal ventures in need of redesign. Ability to identify strategic risks and help to reduce these risks. Talented at redefining an organization’s vision, communicating the plan to key team members, executing the initiatives and sustaining implementation efforts. Executive level experience improving business operations and helping staff adapt to new workplace procedures. Familiarity with comparing a business/agency's mission statement and goals to its current operations and organizational culture. Ability to cultivate strategic plans to align business/agency operations to its mission statement for a more productive environment. Comfortable giving presentations to executive team members on new policy strategies and the progress of on-going initiatives. Proven ability to lead a team in executing the strategy initiatives they have designed. Established commitment to maintaining and improving agencies/organizations at the operational level.
