The NYC Department of Buildings is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Energy Code and Zoning Resolution. This position manages a plan examination unit and performs supervisory work in the engineering or architectural analysis of structures and building equipment systems, and the examination of plans for the construction, demolition, alteration or repair of buildings and equipment systems under the jurisdiction of the Department of Buildings focused on site safety plans, full demolition means/methods plans, and alternate protection system design.

Under direction, the Chief Plan Examiner will perform the following duties:
- Manages teams of plan examination and other technical personnel.
- Assigns workload to staff.
- Trains, supervises, and evaluates staff.
- Examines and reviews design and/or equipment plans and specifications of the construction, demolition, alteration, or repair of buildings under the jurisdiction of the Department of Buildings for conformity with NYC Construction Codes, Department rules, other pertinent laws and rules, and approved plans and specifications and zoning regulations regarding structures, materials, applications, and methods of construction, and zoning etc.
- Reviews reports and recommendations on the approval of applications and the issuance of permits for building construction. Responds to applicant appeals of objections.
- Engages in research, investigations, studies, and examinations related to the construction or demolition of structures subject to the provisions of the NYC Construction Codes, Department rules, other pertinent laws and rules, and approved plans and specifications and zoning regulations. Analyze code and protocols of review process related to demolition and site safety plans.
- Reviews and responds to requests for Construction Code Determinations (CCD1s)
- Provides high level reporting of incidents and possible recommendations on how these incidents many have been avoided.
- Explains and enforces rules and laws relevant to the field.
- Testifies as needed, including at ECB, depositions, and court.
- Prepares and administers training materials and presentations to the Department, industry, and other city agencies as necessary.
- Participates in code development and makes recommendations for updating/improving Construction Codes.
- Represents the Agency, as needed, at virtual and in-person meetings and seminars.
- Responds to emergency incidents and performs other field work as needed.
- May operate a vehicle in performance of assigned duties.

ADDITIONAL INFORMATION
Only permanent Administrative Engineers, applicants who are reachable on the Administrative Engineer open competitive list, and applicants as indicated below will be considered will be considered.

Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York

Minimum Qualifications

1. A valid New York State License as a Professional Engineer.

2. Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.


Preferred Skills

- At least five years of experience with site safety and demolition construction projects - Knowledge of the NYC Construction Codes, specifically Chapter 33 - Proficient in Bluebeam Revu, Microsoft Office, and Microsoft Teams - Excellent written and verbal communication - Excellent organizational skills
