The Mayor’s Office of Media and Entertainment’s mission is to support and strengthen New York City’s creative economy and make it accessible to all. The agency currently comprises five divisions: the Film Office, which coordinates film and television production in public places; NYC Media, the largest municipal television and radio broadcasting entity in the country; Creative Sector Programs, which supports workforce development and the film, television, theater/live performance, music, publishing, advertising and digital content industries; the Office of Nightlife, which supports the sustainable development of New York Citys nightlife industry; and the Press Credentials Office (PCO). MOME is seeking a Chief Operating Officer who will report directly to the Commissioner. The COO will be responsible for the daily operational performance of MOME and will be expected to partner with MOME’s executive staff, including the leaders of MOME’s divisions, to solve operating challenges, support major projects, and develop agency policies, procedures, and plans. The COO will also work with other agencies, primarily City Hall, the Office of Management and Budget, the Office of Technology and Innovation, and the Department of Citywide Administrative Services. The COO should have emotional intelligence, a sense of humor, and significant experience leading and collaborating on complex projects.
Responsibilities for the Chief Operating Officer:
- Work with the Commissioner and senior staff to develop strategic plans to carry out MOME’s mission and vision;
- Support division heads in the planning and implementation of significant new projects;
- Oversee personnel matters including drafting job descriptions, hiring, improving the onboarding program, facilitating team-building and enrichment activities, conveying directives, instructions and policies to agency employees, overseeing the processes of setting tasks and standards and evaluations, advising and coordinating disciplinary actions, liaising with OTI Human Resources, training, improving pay equity, and additional personnel matters as directed by the Commissioner;
- Oversee the budget (including new needs proposals) with support from the Director of Finance and Business Development;
- Support and supervise the Executive Director of Administration;
- Oversee administration of MOME’s contracts, procurement, purchasing, and long-distance travel, including liaising with OTI’s Agency Chief Contracting Officer, working with MOME’s General Counsel and Director of Finance and Business Development, and providing administrative support to programmatic staff;
- In cooperation with the Chief of Staff and General Counsel, oversee reporting requirements, including reports required by OMB, City Hall, the Federal Communications Commission, and the Corporation for Public Broadcasting;
- Oversee major space, equipment, and infrastructure projects;
- Maintain MOME’s continuation of operations (COOP) plan;
- Attend and facilitate intra-agency meetings, including regular check-ins with division heads;
- Represent MOME in meetings with City Hall, other government agencies/offices, and external stakeholders;
- Serve as or oversee MOME’s language access coordinator and disability services facilitator and other special roles as directed by the Commissioner;
- Provide advice to and supervise staff;
- Other projects, as directed by the Commissioner.
HOURS/SHIFT:
Day - Due to the necessary technical support duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

1. Baccalaureate degree from an accredited college/university (Juris Doctor preferred).
2. A minimum of five (5) years of full-time relevant professional experience in local government, public policy, public administration, or program development.
3. A deep understanding of policy issues related to the City of New York and the provision of services across its five boroughs; and
4.Demonstrated experience in task and information management, including adhering to targeted deadlines and problem solving.
The preferred candidate should also possess several of the following: - At least seven years’ experience in a government agency, at least three of which must be in a leadership capacity - Excellent judgment, writing, research, analytical, problem-solving, and decision-making skills with ability to identify compliance risks - A track record of successful advocacy - Familiarity with the operations of a public television and radio network and federal requirements concerning non-commercial educational broadcast stations - Experience giving presentations, facilitating meetings, and public speaking - Experience writing in plain language, including familiarity with the Federal Plain Language Guidelines - Ability to read and understand complex agreements experience drafting scopes of work for agreements fluency in the NYC Procurement Policy Board Rules and rules that apply to federal grants - Familiarity with DCAS personnel bulletins, the NYC Equal Employment Opportunity policy, Standards of Conduct, anti-discrimination laws, and other laws and policies that apply to City government employees - Experience with disability services and language access for limited English proficient New Yorkers.
