Job Description

The New York City Taxi and Limousine Commission (TLC) is the agency responsible for licensing and regulating New York City’s Medallion (Yellow) taxicabs, for-hire vehicles (community-based liveries, black cars and luxury limousines), commuter vans, and paratransit vehicles. Combined, TLC regulates industries that are responsible for over 1,000,000 trips each day. The TLC’s role is to ensure that each passenger’s riding experience is safe, comfortable and convenient, and that TLC-licensed drivers are driving safely.

Under the direction of the Assistant Commissioner of the Enforcement Division, the Chief of Training will oversee TLC’s Uniformed Services Bureau Training Academy, which is responsible for training classes of new cadets, refresher field training, and leadership and supervisory training. The Chief of Training will plan, organize, implement and coordinate the TLC USB Training Academy, including entry-level training, advanced and specialized training, annual in-service training and other criminal justice in-service career development; and direct the development and distribution of materials and information concerning all USB educational and training programs. In coordination with TLC’s Legal Division, the Chief of Training will manage the development and implementation of high-quality training and continued education for field officers who engage in complex enforcement operations that require excellent judgment and skilled application of law and regulation related to facts available in the field and inspectors who conduct onsite DMV and TLC vehicle inspections.

The Chief of Training will also oversee the scheduling of personnel for training, seminars and ceremonies, including the reservation of required facilities; coordinate with the New York State Division of Criminal Justice Services, New York City Police Department, Port Authority of New York and New Jersey Police Department, and other agencies to ensure equivalent training standards; and attend meetings and interact with local, state, and federal agencies involved with the New York State and New York City Law Enforcement Training Programs. The Chief of Training will also be responsible for evaluating all training programs contracted to outside vendors, as well as preparing and maintaining Standard Operating Procedures, Department Manuals, including the Enforcement Division Patrol Guide, and other instructional materials.

Minimum Qualifications

1. A four year high school diploma or its equivalent, and six years of full-time experience in criminal justice or law enforcement; at least eighteen months which must have been in an administrative, managerial, executive capacity or supervising enforcement personnel. Education received at an accredited college may be substituted for the work experience cited above at the rate of one year of college for six months of experience, up to a maximum of four years of college for two years of experience. In addition, a master's degree from an accredited university may be substituted for up to one additional year of the general experience on the same basis as described above; or

2. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial, executive experience or supervising enforcement personnel as described in "1" above.


Preferred Skills

In addition to the minimum qualifications the successful candidate should possess: an advance degree in Public Administration, Criminal Justice, Homeland Security, or Education advanced certified skills in de-escalation training, conflict resolution, community and/or public relations prior professional Law Enforcement Supervisory and Training experience in an accredited or DCJS recognized Peace Officer/Police Agency additional Instructor Certifications for desired enforcement skills including but not limited to Community Policing, General Topics, Methods of Instruction, Defensive Tactics, O.C. Spray, ASP Tactical Baton, Tactical Handcuffing. The successful candidate should also meet the qualifications of Special Patrolman status. In order to meet the qualifications for Special Patrolman status (a status given by the New York City Police Department as governed by Administrative Code Section 14-106 and Chapter 13 of Title 38 of the Rules of the City of New York, you must be: twenty-one years of age or older be a citizen of the United States be a resident of the New York City, unless exempted by law if discharged from military service, the discharge must not have been dishonorable be of good moral character and have no record of convictions for any felony or serious offense as enumerated in 265.00(17) of the New York State Penal Law.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
